DutiesAs a Assistant Director for Human Resources Division at the ES-0201-00 level some of your typical work assignments may include:
- Serve as the principal advisor to the Executive Leadership team on all matters involving management of the United States Marshals Service Human Resources programs.
- Develop, plan, and manage the United States Marshals Service Human Resources programs to include the following: executive services including political and SES program, recruitment, pay administration, merit promotion, performance management, position management and classification, employee relations, labor relations, retirement, employee benefits, personnel action processing, maintenance of official personnel records, leave program, awards program, Work life program, drug and alcohol testing, Employee Assistance Program, Worker's Compensation program, management of an Office of Personnel Management delegated examining unit, payroll, medical program, and grievance program.
- Formulate policies and prescribes rules, regulations, and procedures governing the execution of the Human Resources programs.
- Direct and evaluate special studies for the purpose of determining the effectiveness of the United States Marshals Service Human Resources programs.
- Project annual resource requirements and submits requests/justifications.
- Represent the United States Marshals Service in meetings and conferences with high ranking government officials, representatives from state and local governments, officials from private and/or public organizations, and the general public.
- $150,160 - $225,700/year

- Must Complete a Public Financial Disclosure Report before entering on duty.
- This is a Designated Random Drug Testing position.
- Initial appointments to the SES require a one year probationary period.
- Must be able to obtain and maintain a Top Secret clearance.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
MTQ 1: Substantial experience in leading or directing complex, mission-oriented human resources activities and demonstrated proficiency with applicable human resources laws/regulations, policies, and procedures. Experience should extend to headquarters and disperse field locations and should involve oversight of several human resource programs, such as staffing and recruitment, classification and position management, executive services, employee and labor relations, and benefits and compensation, including payroll processing and workers' compensation, policy and accountability, workforce planning and analytics, and human resources information technology systems.
MTQ 2: Demonstrated experience providing strategic, visionary leadership in implementing transformational, large-scale, or complex human resources programs with agency-wide impact, including navigating social and political forces that influence operational programs while maintaining the highest level of customer service.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. - ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

- Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
