Job Description

Under the direction of the Chief Counsel, Deputy Chief Counsel, and Assistant Chief Counsel, and working in consultation with the Chief Privacy Officer, the Supervising Attorney is tasked with planning, organizing, directing, and coordinating the work of a legal staff. The incumbent supervises a group of subordinate attorneys who perform a wide variety of legal work, with varying levels of complexity. The incumbent oversees the production/release of documents, information, and data via subpoenas, court orders, Public Records Act requests, and other related transfers of information in the Legal Division. In so doing, the incumbent will coordinate, review, and direct attorney reviews and work product as it relates to analyzing, developing, and preparing responses to the aforementioned requests. The incumbent performs independent complex and critical legal analysis and prepares recommendations, prepares and coordinates responses, provides guidance to state hospital facilities and to the Legal Division and DSH management. Work at this level involves innovative theories, practices of law, specialization in an area of law overseen by or involving the Department, and may require contact with high level appointees, constitutional officers, members of the legislature, or their designee, and/or the general public.

  • Demonstrated leadership and/or supervisory skills including the ability to:
    • Organize, direct and coordinate multiple legal projects;
    • Motivate and manage staff to ensure the timely completion of projects and assignments; and
    • Evaluate and communicate work performance in a constructive manner.
  • Demonstrated ability to look at issues/situations from multiple perspectives, identify underlying causes and propose innovative or unique legal solutions.
  • Demonstrated ability to manage a comprehensive legal program involving legal research, court procedures, rules of evidence, civil procedures, and multi-jurisdictional privacy laws.
  • Demonstrated experience in interpreting and harmonizing competing statutes and regulations, including the ability to present orally and in written form, clear statements of fact, legal opinions, pleadings, rulings, regulations and proposed legislation.
  • Demonstrated ability to establish, maintain and strengthen cooperative working relationships with and gain the confidence and trust of all level of staffing and clients.
  • Demonstrated ability to work under significant pressure and short time frames, with diplomacy and sound judgment; ability to deal effectively with others including outside stakeholders in an antagonistic situation while attempting to find win-win solutions.

Working Conditions

  • This position will report to either the Allenby Building in Sacramento or Metropolitan State Hospital located in Norwalk. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management.
  • The State’s Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State’s mass transit incentive pays 100% of the transit pass up to the IRS maximum of $325 per month in 2025.
  • Travel is required approximately up to 5% of the time.
