Job Description

The mission of the Division of Medi-Cal Fraud and Elder Abuse (DMFEA) as the State’s Medicaid Fraud Control Unit is to investigate and prosecute, both criminally and civilly, (a) health care providers who defraud the Medi-Cal program and (b) those who abuse or neglect elders and dependent adults in care facilities.

Advancing DMFEA’s mission, in consultation with and under the direction of the DMFEA Investigations Assistant Chief, the ABC plans, organizes, evaluates, leads, and manages the criminal sworn activities statewide, as they relate to DMFEA’s law enforcement practices and criminal investigations. The ABC also advises and assists the DMFEA Investigations Assistant Chief in the development of partnerships with law enforcement entities, and coordinates with both external and internal partners in connection with legislative or regulatory initiatives and federally mandated outreach and collaboration.

In accordance with Penal Code Section 13651, duties shall be conducted with an emphasis on community interaction and collaborative problem solving.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent should possess knowledge of state government and state administrative process; be familiar with different divisions of the Department of Justice and services provided by each. Knowledge of the Division of Medi-Cal Fraud and Elder Abuse programs, with specific focus on Medi-Cal Fraud investigations, elderly and dependent adult abuse and neglect, and prescription drug diversion. Ability to direct highly sensitive and complex investigations. Ability to act independently, use good judgment and/or experience in managing a large caseload. Experience in managing multi-disciplinary teams of Special Agents, investigators, and auditors. Ability to communicate effectively with high-level law enforcement managers and the public (both orally and in writing). Experience in a vertical prosecution environment. Demonstrated abilities and success in fiscal management. Ability to work under pressure and meet Division goals and deadlines.
