Job Description

The Management Analyst position is in the Administrative Office of the U.S. Courts, Department of Administrative Services, Financial Management Office (FMO), Financial Policy, Travel, and Training Staff. The FMO is responsible for financial management for the federal Judiciary, including accounting, reporting, and investments.

Duties The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Financial Management Office (FMO), Financial Policy, Travel, and Training Staff (FPTTS) is seeking an experienced Management Analyst (Policy) to join its team. This position reports to the FPTTS Chief. The FPTTS collaborates with internal and external stakeholders and subject matter experts to draft and propose revisions or new financial policies in the Guide to Judiciary Policy. FPTTS responds to policy and procedural inquiries from staff, court units, federal public defender organizations, and other judiciary organizations and lead presentations and discussions regarding financial policies and procedures. The successful candidate must have experience in finance, procurement, and budget within a federal district or bankruptcy court or probation office. The duties of this position include, but are not limited to: Assisting with the assessment, evaluation, and planning for changes in financial management policies resulting from enacted legislation, decisions from the Judicial Conference, or directives from the Department of Treasury. Reviewing, comparing, and evaluating the judiciary's financial statements, including the footnotes to financial policy and drafting or updating policy in support of the statements. Participating in the update and revision of policy publications, such as the Guide to Judiciary Policy. Responding to financial policy and procedures questions from court units, federal public defender organizations, AO staff, and other judiciary organizations. Assisting with the design, development, and presentation of financial management products, including drafting training materials or policy guidance in areas such as federal fund accounting, appropriations law, travel, and internal controls. Collaborating and communicating with judges, local court unit executives, members of working groups or committees, approving and authorizing officials, certifying officers, and budget personnel. Providing staff support for financial management programs, such as the Financial Managers Working Group, Criminal Debt Working Group, and Unclaimed Funds Expert Panel. Researching, reviewing, analyzing, and interpreting statutes, federal regulations, and policy documents to develop and present opinions orally and in writing. Analyzing internal controls for proper separation of duties and review of compensating controls to assist in the implementation of the Certifying Officer's Act. Reviewing travel vouchers for compliance with the applicable travel regulations. Serving as a liaison between Contracting Officers' Representatives for the Travel Management Centers, the Judiciary's Travel Card Program, Judiciary's Electronic Travel System (JETS), financial policy staff, and stakeholders to ensure communication amongst offices. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Applying knowledge of federal appropriations law, Certifying Officer Act, and the Guide to Judiciary Policy to provide guidance and support for financial management programs. Assisting with the design, development, and presentation of financial management products. Researching, reviewing, analyzing, and interpreting statutes, federal regulations, and policy documents. Education This position does not require education to qualify.
