Job Description

Job Summary:  The primary duties of the Program Manager are to promote and assist in accomplishing the Kent County Tackling Recidivism with Alternatives, Connections, and Knowledge (“TRACK”) mission of rehabilitation and productive community reentry.


This position reports to the State’s Attorney or their designee. This position supervises the TRACK Case Manager. This full-time position is supported through grant funding, and the duration of the assignment is dependent upon the continued availability of those funds.

 

Essential Functions

  • Supervises the Case Manager. Provides oversight to the Tackling Recidivism with Alternatives, Connections, and Knowledge (TRACK) program team, including regularly documented meetings with each team member and the entire team.
  • Ensures program operates in compliance with TRACK goals and objectives, pertinent laws, rules, and regulations.
  • Recommends, develops, and/or modifies program procedures, guidelines, standards, and policies to achieve program goals and objectives and determines changes that need to be made in program policies and procedures based on feedback from customers, officials, service providers, and/or community groups.
  • Coordinates and works with agencies and service providers related to criminogenic needs, education, religious, social services, etc.
  • Evaluate program progress to determine if the program is achieving its objectives. Analyzes program data, identifies actual and potential problem areas, trends, areas of imbalance, and related factors that impact a program, and prepares comprehensive reports of findings, including solutions and recommendations for the State’s Attorney
  • Meets with community groups, service providers, officials, other agencies, and customers to solicit input regarding a program’s direction, evaluate a program’s effectiveness, and assist in developing new processes.
  • Develops volunteer programs, identifies gaps within the project, and identifies potential services to fill those gaps, develops training curriculum, and recruits, trains, and directs volunteers, as needed.
  • Work with correctional, parole, and probation staff and the court in a professional and effective manner.
  • Engages one-on-one with TRACK clients. Assist them through each step of the process.


Required Knowledge, Skills, and Abilities

  • Experience working with the offender population and being comfortable in a jail setting.
  • Strong analytical skills.
  • Prior experience working with contracts, compliance, and grants is preferred.
  • Possess a thorough understanding of the principles of effective intervention that can successfully reduce recidivism.
  • Experience with computer systems and software utilized by the TRACK program.

 

Education and Experience:

  • Master’s degree in social work, criminal justice, or a similar field/advanced degree preferred. Bachelor’s Degree in an associated field required (social work, psychology, forensic psychology, criminal justice, etc.)
  • 2 years of previous supervisory experience required.
  • Case management experience preferred.


Conditions of Employment:

  • Substance Abuse Test: Must pass a pre-employment urinalysis test for designated controlled dangerous substances.
  • Criminal Background Check: Must pass a Criminal Background Check as defined in Kent County Handbook.
  • Essential Functions: Must be able to execute the "Essential Functions" listed in this Class Specification at the time of hire and while employed in this class series, unless a request for accommodation under the Americans with Disabilities Act is received and granted. 
  • Driving Record: Valid Maryland Class “C” or equivalent.   
  • Personnel Rules and Regulations: Must comply with the terms of the Kent County Personnel Rules and Regulations, including the Substance Abuse Policy, while employed for Kent County Government.  


Physical and Environmental Conditions:

This position follows a hybrid remote work model, combining both remote and in-office work. Employees are expected to report to the office three (3) days a week and remotely for two (2) days a week. Candidates will need to report to the Office of the State’s Attorney.


Work environment involves everyday risks or discomfort that require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations.
