The Judicial Council of California is accepting applications for the position of Analyst for the Center for Families, Children & the Courts (CFCC).
The Court-Appointed Dependency Counsel (CAC) program, administered by the Judicial Council Center for Families Children & the Courts, currently distributes $186.7 million in state funding to the local courts to reimburse attorneys who are appointed to represent children and parents in child welfare cases. CFCC administers the CAC funding for and contracts directly with approximately 50 dependency providers for 20 courts across the state through the Dependency Representation, Administration, Funding, and Training (DRAFT) program.
This Analyst position performs duties in support of court-appointed counsel administration for 10 of the 20 courts in the DRAFT Program. This position is responsible for direct management of approximately $120 million in contracts with court appointed dependency counsel organizations, serves as liaison with judicial officers and court executives to analyze their needs and how well their current representation is meeting those needs, contract administration, drafting solicitations for court-appointed counsel contracts, analyzing attorney-reported caseload data, and making recommendations about contract budgets. The Analyst also identifies attorney performance issues and works with court leadership and the Office of Legal Services to terminate contracts, locate new attorneys, and quickly put contracts in place to ensure that services to the court are not disrupted. This position also provides technical assistance to courts in implementing a collections program under the Juvenile Dependency Counsel Collections Program.
The Judicial Council
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Duties- Write solicitations including requests for proposals (RFPs) and Requests for Information (RFIs) and manage solicitations for 10 of 20 courts in the DRAFT Program.
- Collaborate with the Court Executive Officer, Presiding Juvenile Judge, and other members identified by the court to write the solicitation, answer questions about the solicitation, and evaluate proposals submitted in response to the solicitation.
- Assist the court by developing solutions to any problems they encounter with attorney representation. Work with Business Services to prepare contracts and work with vendors to implement and operate court appointed counsel services.
- Manage contracts for vendors in DRAFT courts.
- Prepare annual contracts or amendments for vendors to add funding for the new fiscal year, and make other contractual changes as needed.
- Monitor and analyze data from the Juvenile Court Activity Tracking System (JCATS), a case management system that all DRAFT attorneys are required to use to report caseload and workload data. Primarily responsible for agencies in the 10 assigned DRAFT counties but may also involve analyzing all DRAFT county data and making JCATS system improvements.
- Work with DRAFT vendors to address contract compliance issues related to performance, caseload, and workload reporting, as needed.
- Administer the Juvenile Dependency Counsel Collections Program.
- Provide technical assistance to courts in implementing a collections program under the Juvenile Dependency Counsel Collections Program.
- Monitor the statewide court-appointed counsel (CAC) budget and calculate the monthly reimbursement to each court for court-appointed counsel services.
- Collaborate with Fiscal Services Office to receive monthly SAP reports showing each court's court-appointed counsel spending.

Bachelor’s degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.
OR
Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.
