Joining the Secret Service Office of Equal Employment Opportunity and Conflict Resolution will allow you to serve as the Formal Complaints Manager for the Equal Employment Opportunity Complaints Program. The incumbent will be responsible for developing program strategies and procedures for administering informal and/or formal EEO discrimination complaints, as well as the resolution of complaints. DutiesThe selectee will serve as a Equal Employment Specialist in the Office of the Deputy Director, Office of Equal Employment Opportunity and Conflict Resolution. Typical work assignments include:
- Overseeing the lifecycle of Equal Employment Opportunity Complaints Program and ensuring compliance with federal regulations. Advising leadership on risks, systematic issues and recommending solutions to enhance the efficiency and effectiveness of Equal Employment Opportunity operations.
- Facilitating the development and delivery of training programs for employees and managers on Equal Employment Opportunity complaint procedures and processes.
- Conducting research on policies, procedures, and precedents established by Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), and Federal District Courts to inform and determine appropriate courses of action.
- Advising on legal interpretations, policy implications, and trends affecting organizational operations. Preparing briefing materials, analytical reports, and actionable recommendations to advance organizational goals and objectives.

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:
- Advising managers and employees of an organization on Equal Employment Opportunity complaint procedures and resolution strategies.
- Assisting in developing policies, standard operating procedures, and guidance to ensure best practices of the organizations Equal Employment Opportunity Formal Complaint program.
- Administering an Equal Employment Opportunity discrimination complaints program from inception to conclusion including hearings, appeals and the Federal District Court process, preparing acceptance, amendments, or dismissals based on Equal Employment Opportunity Commission regulations.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Resume - In order to receive credit for experience contained in an uploaded resume, your employment history should show work experience in month/year format (MM/YYYY), reflecting starting date and ending date, and include the number of hours worked per week.

- Are you a current or former federal employee? Submit a copy of your SF-50, Notification of Personnel Action, showing your tenure code as career or career-conditional (codes 1 or 2, in block 24), and position occupied in the competitive service (code 1, in block 34) In addition, the SF50s must show the highest grade or promotion potential level attained competitively. An award SF-50 does not contain the required information. If you are applying for a higher grade, please provide the SF-50s which shows the length of time you have been in your current/highest grade and that supports one year of experience (i.e., With-in Grade Increase (WRI) SF-50).
