Under general direction, plans, organizes and supervises the Victim-Witness Services program and investigations for the District Attorney’s Office; develops program guidelines to ensure compliance with legislative requirements and City policies.

- Plans, schedules, assigns and directs the work of Victim-Witness Program coordinators and Investigators; provides technical assistance to staff.
- Recommends selection of staff andtrains staff in work procedures.
- Develops and distributes Victim-Witness educational and informational materials; develops and implements community awareness programs.
- Assists in the preparation of the budget for the unit; monitors varied expenditures.
- Develops and implements procedures and standards for Victim-Witness case handling and management; assists in the development of division goals and objectives.
- Works with a variety of community organizations and individuals to arrange and coordinate services, promote the program and solicit support; serves as a member of various councils and teams.
- Directs the maintenance of and maintains records and prepares a variety of periodic and special reports, in statistical or numerical form, regarding victim-witness program activities and operations.
- Reviews and evaluates legislation and regulations related to program activities; ensure City compliance with standards and guidelines.
- Performs Victim Witness Coordinator duties and responsibilities.
- Represents the District Attorney's office in community meetings; serves as a member of various committees and boards.
- Performs various office support and clerical duties such as receiving and screening telephone calls, typing, data entry, processing forms and maintaining case files.
ESSENTIAL FUNCTIONS:
- Operates standard office equipment, including a computer, in the course of the work; may operate a motor vehicle to attend meetings or transport clients.
- Supervises workflow of all assigned services according to priority of assignments.
- Maintains and accesses statistical data for the Criminal, Civil and/or Juvenile Divisions of the office.
- Responds to and resolves inquiries and complaints from the public, assigned staff, other Divisions of the office, or other agencies regarding assigned services.
- Prepares performance evaluations for assigned staff; coaches and mentors assigned staff and works with employees to correct deficiencies.
- In consultation with the Assistant District Attorney, issues discipline in accordance with City policies, applicable employee association contracts, and any other relevant grievance and conflict resolution procedures when necessary.
- Ensures adequate staffing for all necessary services and directs service coverage as necessary.
- Reviews and updates training/reference manuals for all positions supervised.
- Typical Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Equivalent to a Bachelor's Degree in Criminal Justice, Sociology, Psychology or a field related to the work; AND four (4) years of experience providing direct client services in a victim/ witness or related judicial program; OR an equivalent combination of education, training and experience as determined by Human Resources.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:- A valid driver's license.
Knowledge of:
- Practices and terminology related to the criminal justice system.
- Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline
- Standard office practices and procedures, including filing and the operation of standard office equipment.
- Record keeping principles and practices.
- Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
- Correct business English, including spelling, grammar and punctuation.
- Computer applications related to the work.
- Planning, organizing, supervising, reviewing and evaluating the work of others
- Supervising and instructing others in work procedures.
- Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
- Interpreting, applying and explaining applicable codes and regulations.

- Dealing successfully with the public, in person and over the telephone, often where relations may be confrontational or strained.
Under General Supervision - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.

CONDITIONS OF EMPLOYMENT:
1. All new employees will serve a probationary period of twelve (12) months. Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason.
2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
4. Employees may be required to complete Incident Command System training as a condition of continuing employment.
5. New employees are required to submit to a fingerprint based background investigation which cost the new employee $56.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
6. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization.
