Job Description

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.

Duties

What are the Major Duties of this Position? Responsible for the development of the Bureau of Prison’s (BOP) use of the internet.

Development of policies for the agency’s presence on the Internet.

Development and management of the agency’s use of the Internet to provide information to the public.

Development of the BOP’s intranet, including the development of the overall focus and concept for the agency’s Intranet system; management of the website, and the coordination of the agency-wide requirements and priorities.

Developing and overseeing the development of web-based applications.

Develop, enhance, maintain and upgrade the Bureau’s content management system.

Investigates and implements new and emerging information technologies.

Qualifications

To be considered for the position, you must meet either the requirements specified in the section titled Education OR the requirements specified in the section titled Experience.

Education:

There is no substitution of education for specialized experience at this grade level.

Experience:

You must have IT related experience demonstrating each of the four competencies listed below.

  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:

You must have one year of specialized experience at the next lower grade. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:

  • Experience with web technology, including designing, testing and implementing agency websites and systems to support them.
  • Experience with developing and maintaining agency business process automation applications and systems used enterprise-wide.
  • Experience with system administration of enterprise servers (both physical and virtual).
  • Experience supervising major/enterprise information technology projects and staff.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Other Information The representative rate for this position is $184,363 per annum ($88.34 per hour). Special Conditions of Employment Section: Initial appointment to a supervisory/managerial position requires a one-year probationary period. The incumbent is subject to geographic relocation to meet the needs of the agency. Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position. If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
