Job Description

The Judicial Council of California is accepting applications for the position of Administrative Specialist in the State Budget unit of the Budget Services office.

The Administrative Specialist provides essential administrative support to the State Budget unit staff to ensure timely submission of budget documents necessary to the budget development process. This support includes entering budget details into the state’s FI$Cal Hyperion budget system, running reports, and ensuring those entries are accurate, preparing other state operations and capital outlay reports, assisting with processing requisitions, and preparing binders for the Executive Office and office leaders. This position provides other essential support to the unit so that analysts can perform analytical tasks, and the supervisor can perform staff supervision and higher-level managerial tasks.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Duties

  • Upload budget requests into the state’s FI$Cal Hyperion budgeting system.
  • Run and review reports of data entered into the Hyperion budget system for validation of the upload data after each adjustment is entered.
  • Run and consolidate Hyperion, Peoplesoft, and other reports to merge and create one report for validation across all systems.
  • Create and maintain a log of budget requests.
  • Review all purchase orders in the PeopleSoft system to identify capital outlay and support requisitions and run budget check on all requisitions.
  • Assist with tracking, coordination, and logging of requests for legislative bill fiscal impact analysis.
  • Assist with preparation and make recommendations for continuous improvement of the legislative bill analysis process.
  • Prepare, maintain and distribute BCP/COBCP binders, legislative binders, and tracking documents.
  • Administer and maintain electronic and paper filing system for the Governor’s Budget drills, BCPs, capital outlay project requests and COBCPs.
  • Maintain unit calendar and schedule meetings as needed for management.
  • Maintain and update Budget Services internal SharePoint site for announcements, budget services forms/templates and other pertinent Budget Services information.
  • Maintain and monitor shared Budget Services email inbox.

Salary
  • $5,450 - $7,629/month
Qualifications

EDUCATION AND EXPERIENCE:
Two (2) years of experience in administrative support, database maintenance, or meeting/event planning.

OR

Associate’s degree, preferably in the area of assignment. Additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as an Administrative Assistant with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Administrative Assistant in a California Superior Court or California state-level government entity.
