Position and Salary
The Attorney General’s Office (AGO) is recruiting for a permanent Paralegal 1 position. This position is based in Spokane, WA and will support the Medicaid Fraud Control Division. This position is represented by the Washington Federation of State Employees (WFSE).

Salary
Paralegal 1 candidates will be set within Range 51, $55,836 - $75,108 (annual).
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
In addition to the base pay salary, the following types of assignment pay may be applied when:
- Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay.

Position Description
Our paralegal 1 staff provide critical support to Assistant Attorneys General (AAGs) in the litigation of state matters, preparing for trial, and applying knowledge of court rules related to legal practice, subject matter, and court filing procedures in civil and appellate matters. As a Paralegal 1, you may be entrusted to perform some of the following duties:
- Analyze facts
- Compose documents and pleadings
- Schedule and/or interview witnesses
- Research legal issues and evaluate the facts of the cases
- Coordinate the preparation for litigation
- Track status of cases from summons to trial
- Draft legal notices
A Paralegal 1 in the Medicaid Fraud Control Division:
- Collects, organizes, and analyzes factual information and documents in hard copy or electronic form related to investigations and litigation
- Organizes and maintains litigation, investigation, discovery, and research files
- Uses case management databases to track case status and events and document tracking logs to track and Bates-number documentary evidence
- Identifies, compiles, and prepares documents for investigations, discovery and litigation
- May assist investigators and Paralegal 2’s with the organization and preparation of large volumes of documents, using advanced litigation databases
- Performs legal technical work in support of AAG, investigation, and litigation actions
- Checks legal citations for accuracy; advises attorneys of upcoming deadlines and special items needing their attention
- Composes legal documents
- Files and serves legal documents according to current state, federal and local court rules in multiple state and federal courts
- Acts as liaison between AAGs and other AGO personnel, opposing counsel, experts, witnesses, court and/or judicial department personnel and/or members of other agencies as well as the general public
- Schedules and participates in team meetings

About the Medicaid Fraud Control Division
The work of the Office’s Medicaid Fraud Control Division (MFC) focuses on both criminal and civil law enforcement. The 75% federally funded MFC‘s mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.
MFC’s Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office. The Division currently has a staff of 64 FTEs, including attorneys, special agents, data scientists, clinical health investigators and professional support staff.
MFC involves protecting not only the Medicaid program of roughly 19.6 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent so MFC is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFC is unique in that all cases have an attorney, special agent, data analyst assigned with legal support. This, and the great people who make up the division, gives MFC a particularly terrific team atmosphere.

Qualifications
Combination of three years of experience* through:
- Paralegal certification
- Two-year paralegal degree
- Paralegal plus (or nine-month paralegal, post BA) certification
and/or
- Paraprofessional experience in support of an attorney
*You may have gained applicable paraprofessional experience through previous Paralegal or Legal Assistant work.
Examples of paraprofessional experience in support of an attorney:
- Preparing legal pleadings and legal correspondence
- Ensuring and verifying timely and proper service of legal documents
- Calculating, verifying, and calendaring critical events and other dates
- Managing case documents, files and exhibits
- Tracking and organizing discovery documents
- Researching legal issues and verifying legal citations and references for accuracy
Conditions of Employment
A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
