About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Meade, MD
- Serves as a Paralegal Specialist, providing in-depth legal support across legal portfolios, including Administrative Law, Civilian Personnel Law, ethics, fiscal law, acquisition law, and national security law.
- Conducts legal research and analysis, reviews and drafts documents, organizes case files, interviews witnesses, and assists the Office of the Staff Judge Advocate (OSJA) Attorneys with a specialized knowledge of U.S. Cyber Command (USCYBERCOM).
- Interprets laws and precedents, makes determinations of legal sufficiency, and resolves conflicting precedents.
- Reviews disclosure reports for compliance with reporting requirements and conflict of interest laws.
- Determines legal, policy, and administrative issues and the nature of required analysis and research.
- Assists with drafting agreements and documents and completing agreement templates.
- Researches government policies, federal regulations, legal texts, case law, and state and federal statutes.
- Examines and coordinates requests for information under the Freedom of Information Act (FOIA).
- Serves as assistant to the Ethics Counselor and leads annual ethics training.
- Drafts and reviews documents for accuracy, completeness, and compliance.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
- Must be able to obtain and maintain a Top Secret with access to SCI Security clearance.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- Required to submit a Financial Disclosure Statement, OGE450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with the JER, DoD Directive 5500.07, “Ethics and Standards of Conduct,” dated May 15, 2024.
- The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
- managing complex legal case files by conducting in-depth research and analysis, drafting legal documents, and developing litigation strategies;
- administering the ethics and Freedom of Information Act (FOIA) programs, which includes providing training, reviewing financial disclosures for compliance, and processing information requests;
- performing in-depth, timely, and accurate research and analysis on various legal matters; and
- drafting and reviewing documents for accuracy and compliance and collaborates with attorneys to provide recommendations and conclusions on complex legal matters, including those without clear precedent.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Paralegal Studies.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
