Job Description

PURPOSE

This position performs a variety of clerical, accounting, and court specific case management for the municipal court that involves processing of civil and criminal traffic citations. This position supports the Senior Court Clerk position by focusing on the Court Counter in processing and accepting payments for various fines and fees. This position is distinguished from Senior Court Clerk position by the focus on clerical, phones, and customer service.  

ESSENTIAL FUNCTIONS

Answers phones, routes calls, and takes messages if necessary. 


Verifies account balance and/or account status upon inquiry from defendant by using the court case management system. 


Processes requests for continuances; updates defendant's file and pulls paperwork and refiles where appropriate. 


Accepts payments for fines and various fees, issues receipts, and operates a point-of-sale credit card machine for input and retrieval of information. 


Updates defendants file including address changes and/or receipt of completion reports or correspondence. 


Closes out account upon payment in full or completion of all obligations, verifies records reference release of bond or cash bail and documents to ensure bond releases or checks. 


Furnishes information to defendants on counseling programs, community service and traffic school sessions, initiating and sending Court summons for defendants failing to complete orders if necessary.


Processes criminal and civil citations by checking for accuracy or inputting directly into the case management system.


Receives cash and bonds from the jail and police department. Posts receipts to proper accounts and prepares check records for administrative processing.  


Checks records and papers for clerical and arithmetic accuracy, completeness and compliance with established standards and procedures. 


Processes fine and/or bail payments. 


Opens and routes mail. 


Attends Municipal Court hearings and trials, inputting data as necessary and complete follow-up processes at the conclusion of court.  


Processes defendants after court including taking payments, making payment arrangements and supplying information on programs defendants are required to attend. 


Composes, prepares, and maintains correspondence and material of a routine nature. 


Responds to complaints concerning citation issuance or refers to appropriate official.


Open, maintain, and balance a daily cash drawer. 


Sorts and files materials and retrieves documents. 


Accept and process record seal requests upon receipt.


Scan closed cases and case records into Laserfiche.


Performs Court Clerk duties and related duties as may be assigned.

MINIMUM QUALIFICATIONS

High school diploma or equivalent. Two (2) years of experience in clerical accounting, and supplemental courses in bookkeeping, and two (2) years of progressively responsible administrative experience. Note: An equivalent combination of related training and experience may be considered.


Must possess and maintain a valid Nevada or “border state” driver’s license, as defined by NRS 483. 


Possession of or the ability to obtain within 60 days of appointment a State of Nevada Notary Public Commission. Incumbents may be required to obtain a surety bond from the State of Nevada.


Must pass a nationwide fingerprint-based record check, and a wants/warrants check.

SUPPLEMENTAL INFORMATION

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of legal forms, documents and terminology; procedures involved in setting up court hearings and trials; office equipment and procedures; principles of bookkeeping; English usage, spelling, grammar and punctuation; legal procedures and practices involved in composing, processing and filing a variety of legal documents; standard legal references and their contents. 


Skill in using personal computers, facsimile machines, and telephones.


Ability to prepare legal forms and documents used in the Municipal Court; compose correspondence independently from general instructions; establish and maintain effective professional working relationships with attorneys, court officials, fellow employees and the general public; understand and carry out complex and verbal directions; gather information and prepare orders and correspondence; analyze situations accurately and adopt an effective course of action; schedule a court calendar for the Municipal Court Judge; understand and apply principles of bookkeeping; type at a net speed not less than 50 words per minute; operate a phone system with several lines; communicate with others clearly and concisely, both verbally (including over a telephone) and in writing; effectively explain policies and procedures; accurately enter data and proofread materials; and follow written and verbal instructions.

May be required to work an alternative or flexible work schedule, outside of normal business hours, which may include evenings, weekends, holidays, and/or extended hours.


PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT

General Physical Requirements Light work: Exerting up to 25 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Must be able to lift a minimum of 15 pounds unassisted. If the use of arm and/or leg controls requires exertion of force greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.

Visual Acuity The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes.


Working Conditions The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes. High public contact in the municipal court environment.
