Job Description

Primary Purpose

Gathers, reviews and redacts County Records for release in response to requests for public records made pursuant to the New Mexico Inspection of Public Records Act (IPRA).

Essential Job Functions

  • Responsible for coordinating, gathering, reviewing, analyzing, redacting, and otherwise preparing for production public records under IPRA. 
  • Provides documents to the Legal and Public Records Administrator for final approval and release.
  • Retrieves records from storage facility for purposes of locating documents responsive to IPRA requests.
  • Oversees review of public records requested by constituents.
  • Serves as a liaison between the general public and the County relative to IPRA when assigned to do so.
  • Participates in discussions regarding IPRA requests when invited.
  • Processes payments for public records requested by constituents.
  • Maintains data pertaining to the IPRA process as directed.
  • Utilizes IPRA software.
  • Maintains the IPRA process during the absence of the Legal and Public Records Administrator.
  • Responds to and processes payments for constituent data requests. 
  • Other duties as assigned.
Knowledge/ Skills:
  • Knowledge of managing records, including filing, redacting and electronic delivery of records.  
  • Knowledge of techniques for establishing a positive and professional working environment. 
  • Skill in presenting material in a clear and logical form both orally and in writing.
  • Skill in working with members of the public in diverse settings in a professional and effective manner.
  • Skill in operating various word-processing, spreadsheets, databases, and other software programs in a Windows environment.
  • Ability to research pertinent Federal, State, and local laws, codes, and regulations.
  • Ability to analyze, appraise and organize facts for both recommendation and problem-solving situations and present comments and opinions clearly and concisely.
  • Ability to deal tactfully with the general public; to establish and maintain effective working relationships with Commissioners and other Elected Officials, department directors, staff, federal and state agencies, court personnel and other local governments; to meet demanding time constraints; and to work under pressure.
  • Ability to utilize excellent communication and organizational skills.

Minimum Qualifications

  • High school diploma or GED.
  • Three (3) years of work experience in administrative office support, records management or responding to IPRA requests.

Supplemental Information

Working Conditions:
Work is primarily in an office or warehouse environment using standard office equipment. While performing the duties of this job, the employee regularly is required to speak, hear, stand, walk, sit; use manual dexterity and visual acuity.  Work may include exposure to dust, fumes, airborne particles and/or allergens.  Ability to lift up to 20lbs.  
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
