The Trial Court Administrator's Office in the 26th Judicial District, serving Mecklenburg County, seeks a qualified candidate for the position of Permanency Planning Mediator. This person in this position will provide uniform services in accordance with G.S. 7B-202 in cases in which a child is alleged or has been adjudicated to be abused, neglected, or dependent, or in which a petition or motion to terminate a parent’s rights has been filed with a goal of achieving permanence for children.
Duties include, but are not limited to, the following:
- Conduct orientation sessions, advising clients of what to expect in the permanency mediation process.
- Provide a structured, confidential, non-adversarial setting to facilitate constructive negotiation and communication among families, attorneys, and other professionals in an effort to reach a consensus on how to resolve issues that will meet the needs of the child/children and family and minimize the stress and anxiety to which the parties, and especially the child/children, are subjected.
- Facilitate the mediation session, using the neutral techniques of mediation to assist the parties in resolving the issues in dispute.
- Employ knowledge of child development and family dynamics during the mediation process to assist parties in making decisions regarding the custody and visitation of their child/children.
- Assist the parties to develop agreements that are in the best interest of the child/children.
- Prepare the written agreement in accordance with the parties’ mutual decisions.
- Interface with the court community and the community at large to foster and enhance knowledge of and confidence in permanency mediation services.
- Prepare permanency planning mediation related reports for Family Court and the Administrative Office of the Courts.
This position reports to the Juvenile Court Case Manager. Work hours are 8:00 AM - 5:00 PM, Monday - Friday. Salary

Knowledge, Skills and Abilities / Competencies
Knowledge of: case management and calendaring rules and procedures to administer case tracking and calendaring system; court system and procedures to effectively interact with judges, other government organizations, program participants, and the general public; organizational skills to monitor case activity and prepare court calendars; group facilitation to help parties resolve their differences; and various computer skills to maintain case status records, and produce orders, local forms, and informative reports.
Skills in: Microsoft 365 Applications and Services (e.g., Microsoft Word, Excel, Outlook, PowerPoint, OneNote, OneDrive, etc.) (intermediate level or above is required).
Ability to: effectively manage time in order to prioritize and complete multiple tasks; pay close attention to detail to assume that cases are moved through the court system correctly; guide program participants while not disseminating advice regarding their cases; communicate effectively both orally and in writing to provide information to judges, team members, program participants, and the general public; and keep aware of cultural and social diversity among system users in order to be more responsive and sensitive to their needs.
Graduation from a four-year college or university with a degree in a human services field such as psychology, social work, sociology, counseling, or criminal justice and one (1) year of experience in a human services field or the court system; or an associate’s degree in a human services field plus three (3) years of equivalent experience; or an equivalent combination of education and experience.
Management prefers one of the following: (a) a master’s or doctoral degree in psychology, social work, counseling, marriage and family therapy, or another behavioral science related to family relationships, family development, or child development from an accredited college or university, or (b) a Juris Doctorate from an accredited college or university. The candidate must also have at least three (3) years of work experience as an attorney, judicial officer, a mediator, or a therapist. Experience in a setting related to juvenile dependence or family relations is preferred.
Additionally, to provide permanency mediation services under N.C. G.S. 7B-202, the candidate must have at least forty (40) hours of training in mediation techniques by a qualified instructor of mediation as determined by the NC Administrative Office of the Courts (NCAOC). This training may have been acquired before employment with the NCAOC or may be provided while on the job.
