Job Description

This position is located in the Business Office/Patient Registration of the Woodrow Wilson Keeble Memorial Health Care Center. This position performs patient registration & eligibility, verification of alternate resources and patient check-in to new and returning patients. Patients are interviewed for the purpose of obtaining patient demographic and insurance information to determine eligibility for healthcare, alternate resources, and purchased referred care services.

Duties Acts as an advocate for Indian patients in securing alternate resources such as Medicare, Medicaid, Department of Veterans Affairs, Bureau of Employment Compensation, Third Party Liability, Children's Special Health Services, Aid to Families with dependent children, etc. Identifies persons who may be eligible for alternate resources, by utilizing screening and interviewing methods effectively. Works closely with all facility staff in the identification and utilization of all alternate resources available to the Indian population. Works closely with the Social Security Administration (SSA) on local and regional levels, local County Department of Welfare or Department of Human Resources and Tribal offices to establish eligibility for Medicare, AFDC, Supplemental Social Security Income (SSI) to establish patient eligibility with these programs. Works in patient registration to collect and record patient demographics. Salary

Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. General Experience -Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Specialized Experience--Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Education: Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Minimum Qualifications, GS-05 One year of full-time general experience comparable in difficulty and responsibility to the GS-04 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples of general experience include collecting third party insurances, Medicare, and Medicaid information; greeting patients on the telephone and in person; data entry of patient demographics; progressively responsible for educating the public on direct care eligibility and purchased/referred care eligibility requirements; and general understanding of benefits coordination policy and procedures. Minimum Qualifications, GS-06 One year of full-time specialized experience comparable in difficulty and responsibility to the GS-05 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include educating the public on direct care eligibility, purchased/referred care eligibility, and health care benefit programs such as Medicare, Medicaid, Social Security Insurance. Minimum Qualification, GS-07 One year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-06 level in the Federal service as described in the vacancy announcement. Examples of specialized experience at this level include work experience that demonstrates proficient knowledge of eligibility requirements for health care benefit programs such as Medicare, Medicaid, Social Security Insurance, and other similar resources to help patients in applying for alternate resources, including experience in interviewing clients for information and advising customers on various health care benefits and eligibility based on current health care laws, regulations, policies and procedures. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
