The Judicial Council of California is accepting applications for the position of Senior Analyst with the Leadership Support Services office.
Under the general direction of the Supervising Analyst, the Senior Analyst is responsible for performing a variety of senior-level analytical tasks. The Leadership Support Services’ Project Management Office (PMO) is the unit responsible for administering large, complex, and ongoing projects assigned by the council’s Executive Office or requested from a Judicial Council office.
The PMO’s shifting adhoc, agency-wide, and cross divisional projects make it a unique and nonconventional unit. The analysts (associate level and senior level) in this unit are expected to manage a wide variety of projects that are assigned based on skillset, workload, and bandwidth, and not always tied to specific areas of responsibility; therefore, analysts may shift projects between each other as work requires. Administrative programs are also often transferred between analysts who share the work based on project assignment and bandwidth, meaning this position most likely will but may not solely lead some of the programs listed in this description.
The Senior Analyst is expected to work independently with minimal to no supervision and produce completed staff work with all assigned projects and tasks. The Senior Analyst is also expected to perform a variety of essential duties as follows: independently manage large, complex projects from concept to fruition; gather, analyze, and evaluate data and information; analyze complex topics, rules of court, and statutory requirements and identify their impact on policies and procedures; collaborate with other Judicial Council offices to directly oversee various advisory bodies; draft complex memos/issue papers/reports for and on behalf of executive management and the Judicial Council, as requested; review, edit, and proofread drafted documents, using the Judicial Council Style and Correspondence Guide; develop databases and other resources to receive and compile data and information; develop, draft, and implement full, formal office procedures; learn and become proficient in utilizing project management tools and programs; provide subject matter expertise within and outside the team in applicable areas; and perform a variety of complex assignments in strategy, planning, and project management.
The Senior Analyst should be comfortable facilitating, presenting, and serving on project teams with staff from all levels of the branch and the organization, including executive staff, judicial officers, external stakeholders, and court leaders, and working closely on many diverse projects with other Judicial Council leadership offices, including Criminal Justice Services, Legal Services, Center for Families, Children & the Courts, Public Affairs, and the Center for Judicial Education and Resources. The Senior Analyst establishes and maintains good working relationships with council management and staff in order to exchange information, resolve issues, and complete work activities of assigned projects.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Duties- May act as project manager to ad-hoc committees, working groups, task forces, and other advisory bodies as assigned and provide direct support to Judicial Council offices related to specific initiatives or projects.
- Serves as lead Leadership Support Services PMO staff to various Judicial Council advisory bodies, as assigned, and coordinates work of other staff and internal subject matter experts.
- Conducts extensive research, data collection, and analysis.
- Performs a variety of research, including but not limited to gathering information and data from internal and external (including branch leadership and staff) subject matter experts.
- Leads and independently manages large, complex projects from concept to implementation.
- Works with client to determine full scope of project requirements, goals, and objectives, including paperwork completion, initial discussions, and information-gathering meetings.
- Drafts and manages production of memos, papers, and reports, including Judicial Council reports and reports to the Legislature.
- Drafts, edits, and proofreads reports while adhering to the Judicial Council Style and Correspondence Guide.
- Develops and implements full, formal office procedures.
- May lead the Communication Responses administrative program.
- Oversees the three areas of communication that the PMO is responsible for addressing: Analyst Response Team, Public Access to Judicial Administrative Records, and California Rules of Court, rule 10.1014 (including coordinating the associate analyst’s intake, response to and tracking of verbal and written communications, and working with Legal Services and other subject matter experts to assess appropriateness of responses when needed).
- May serve as lead to the Government Code 68106 (68106) administrative program, a notification process that requires 60 days’ notice to reduce hours or close services due to budget constraints and/or lack of resources.
- Distributes or oversees distribution of 68106 notices received from courts to appropriate recipients within the council.

EDUCATION AND EXPERIENCE
Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.
