System Requirements

The Department of Children and Families (DCF) is seeking a dynamic, service-minded   professional to serve as Program Coordinator for the Office of General Counsel (PC II).  The selected candidate will report to the Office of the General Counsel but will work across the agency to support several of the General Counsel’s initiatives, including compliance with the Indian Child Welfare Act (ICWA).

The selected candidate will coordinate the Department’s compliance with ICWA and related regulations through clerical and administrative tasks such as mailing notices, tracking receipts, uploading information, advising social workers on information needed to make inquiries and generally providing support to social workers and legal teams regarding ICWA compliance.

The selected candidate will also support other initiatives of the Office of General Counsel as the role develops, including but not limited to assisting with tracking immigration and civil rights matters.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Manage, coordinate and monitor all ICWA related functions; support ICWA compliance as needed.  Responsibilities include handling highly confidential material in order to comply with ICWA.
  • Perform administrative duties for ICWA include managing and tracking the ICWA database, completing ICWA notices, scanning and uploading information, preparing and mailing notices and related correspondence, managing email chains and filing.
  • Coordinate and compile required reports as assigned; prepare annual reports on DCF ICWA data as required pursuant to state or federal law.
  • Maintain a relationship of communication with each Regional ICWA Liaison, all levels of each DCF Area Office, Regional Counsel, any federally recognized Tribes within Massachusetts, the Nipmuc Nation (State recognized) and the other federally recognized tribes across the country in order to exchange information, resolve problems and coordinate ICWA compliance. 
  • Develop and implement ICWA training materials and respond to training requests for a variety of settings, including DCF Area Offices.
  • Collaborate with the DCF and Tribe ICWA team and assist in organizing and overseeing joint ICWA conferences and annual meetings.
  • Other duties to support compliance with ICWA as needed.
  • Support other programs and initiatives of the General Counsel as assigned, by providing both administrative assistance and strategic leadership when required.  Responsibilities may include providing organizational and database support for the work in the office, including but not limited to immigration cases and civil rights matters.  Responsibilities may also include taking a lead role on special research or organizational projects for the General Counsel’s Office, and supervising office interns.
  • Maintain and update Intranet pages as required.  Maintain and update records in iFamilyNet as required.
  • Other responsibilities as assigned by the General Counsel or Deputy General Counsels.

Required Qualifications:

  • Excellent interpersonal skills, the ability to interact effectively with people and demonstrated communication prowess.
  • Superb communication and writing ability, including the ability to write concisely and effectively, to express thoughts clearly and to develop ideas in logical sequence.
  • Excellent organizational skills, demonstrated attention to detail, and good judgment.
  • Proven track record as a cooperative team player, but also self-motivated and self-directed.
  • Strong commitment to public service.
  • Highly proficient with Microsoft Office (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat.
  • Proficient with Microsoft SharePoint. 

Preferred Qualifications:

  • Experience with preparing and presenting training(s), both in person and over online platforms.
  • Knowledge of the child welfare system in Massachusetts.
  • Familiarity with the Indian Child Welfare Act and regulations and case law interpreting ICWA in Massachusetts.

MINIMUM ENTRANCE REQUIREMENTS\: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration. The major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
