The Legislative & Legal Coordinator (LLC) plays a crucial role in supporting the Legislative & Regulatory Policy Manager (LRPM) and coordinating efforts across the Legislative, Legal, Regulatory & Compliance (LRC) and Corporate Governance departments. This position supports these departments by providing paralegal work and legislative and regulatory logistical support. The LLC’s responsibilities include supporting the LRPM with legislative matters, preparing legal documents, maintaining legal and corporate files, supporting department-specific board-related activities, improving department processes, conducting legal research, gathering information on ongoing cases or projects, monitoring administrative agency dockets, and assisting with contract administration.
Essential Job Functions
- Acquire working knowledge of procedural rules related to motions, pleadings, or other filings with various regulatory agencies, including but not limited to the Public Utility Commission of Texas (PUCT), Texas Ethics Commission, Federal Energy Regulatory Commission (FERC).
- Coordinate and communicate with Golden Spread and Member Cooperatives’ staff as it relates to legislative conferences from state and national associations.
- Track legislative bills during Texas and Oklahoma legislative sessions.
- Support the LRPM in managing legislative relationships and scheduling legislative visits for Golden Spread Political Action Committee (GS PAC) and Government Relations Committee.
- Provide advanced document management, including drafting, reviewing, and editing complex legal documents, contracts, pleadings, discovery materials, and transactional documents, ensuring accuracy, compliance, and support for attorneys in decision-making processes.
- Track and monitor legal case dockets, regulatory filings, and compliance deadlines for various agencies (e.g., PUCT, FERC), send out staff reminders and updates, prepare reports, and maintain records in electronic databases, assisting with case research, coordinating with other stakeholders, and project organization as needed.
- Conduct comprehensive legal research and analysis, preparing detailed reports, summarizing case law, statutes, and regulations, and providing updates and analyses.
- Prepare, submit, and maintain records of monthly, quarterly, and annual regulatory and legislative filings, including lobbying reports, FERC reports, and Secretary of State filings, ensuring all submissions are accurate and compliant with deadlines.
- Prepare and maintain Registered Agent and non-profit reports for Golden Spread and related entities.
- Maintain Golden Spread’s trademarks.
- Acquire working knowledge of Texas Ethics Commission rules regarding Golden Spread’s lobbying activities.
- Assist staff and departments with preparing Board Resolutions for approval items, ensuring all information is prepared and delivered accurately and timely.
- Maintain Legal and Regulatory databases, enter relevant data accurately, and generate reports as needed.
- Organize and maintain both electronic and physical legal files, ensuring they are easily accessible and up to date.
- Assist drafting and revising drafts of complex transactional documents and managing closings for those transactions.
- Coordinate and assist finalizing monthly Board and Committee reports for LRC.
- Assist in managing the quarterly review of legal holds, monitoring and reminding impacted employees of such holds, and participating in the electronic discovery processes, including the identification, collection, and analysis of electronically stored information (ESI).
- Assist with the preparation and submission of litigation documents, maintaining records of submissions, and tracking procedural schedules.
- Update Board Meeting Resolution Index.
- Other duties as assigned.
Complexity of Problems
Requires a high level of professionalism while interacting with the Board of Directors, legislators, legislative staffers and outside counsel. Must be able to work independently while exercising judgment, initiative, and professionalism in performing, legislative support.

Education, Knowledge, and Experience Required
- Bachelor’s or Associate’s degree in legal or paralegal studies is highly preferred. Relevant work experience may be substituted for required education.
- 7 to 10 years of experience in a legal support role.
- High degree of personal integrity, discretion, and confidentiality.
- Extensive experience in drafting, reviewing, and editing complex legal documents, transactional agreements, and regulatory submissions.
- Understanding of legal principles, regulatory compliance, and procedures related to filings with agencies such as PUCT, FERC, and other regulatory bodies, is preferred.
- Proficiency in legal research tools such as Westlaw, LexisNexis, and the ability to interpret case law, statutes, and regulatory materials.
- Texas Notary (Obtain within first 60 days)
- Demonstrated ability to prepare letters, memos, and minutes, plan and schedule meetings, and distribute related materials.
- Expert level ability in Microsoft Office365 Suite (including the ability to redline and compare track changes in documents), Windows, and Adobe Acrobat Pro, a working knowledge of office equipment (e.g., laptops, smartphones, office phones, copier, fax machine, etc.) and familiarity with other office software programs or collaboration tools, such as Internet browsers, and SharePoint.
- Must be competent, effective, efficient, and accurate in completion of tasks, including meeting deadlines.
