The North Carolina Administrative Office of the Courts (NCAOC) seeks a qualified Digital Communications Project Manager to provide overall project management services and support for the Communications Office's digital marketing communications assets.
Duties include but are not limited to the following:
- Determine requirements and business needs for projects.
- Create and manage project plans; develop detailed work plans; determine timelines for deliverables; and determine resources needed.
- Manage all Drupal- and WordPress- based web development.
- Write technical implementation plans.
- Ensure that documentation is created to support system maintenance and development.
- Develop web policies and governance for maintenance and support of websites.
- Serve as point of contact for Server Operation Level Agreements, SSL certificates, domain name registrations, website security scans and reports, networking (SSO and server configurations), and NCAOC planned outages scheduled by in-house technology teams.
- Ensure disaster recovery plans are current and ready to implement if needed.
- Manage web analytics tools such as Google Analytics to measure quantitative metrics of web users.
- Ensure hosting environment and technical architecture are appropriate to web solutions needed.
- Prepare technical documentation.
- Ensure that security measures are taken to protect digital assets.
- Archive sites to meet state record retention policy.
- Ensure that all work is by best practice and industry standard.
- $74,426 - $123,985/year
Knowledge, Skills and Abilities / Competencies
Knowledge of: project plan development; project implementation; digital and web technologies, development, and best practices; mobile and web-based applications; experience working with servers and different databases; and LAMP (Linux, Apache, MySql, and Php).
Skills in: web content management systems; Drupal; WordPress; agile development; Microsoft Office; coordination via in-person, conference calls, WebEx, emails, or other project management tools; documentation; and leading and facilitating team discussion.
Ability to: problem solve; lead internal and external team of developers in the building of website and application development for both mobile and web; collaborate with various NCAOC divisions and judicial groups for business requirements, development, and testing; communicate effectively both orally and in writing; use best practices and tools throughout all work; manage multiple tasks and deadlines; and work well and thrive in a team setting, as well as independently.
Management prefers candidates who are highly proficient in web publishing and best practices; working knowledge of Drupal platform; highly proficient in online tools for publishing newsletters and news releases; highly proficient in file, product, and output specifications for vendor work.
