Job Description

The Pennsylvania Human Relations Commission is seeking a highly dedicated and experienced leader to join our team as Chief Counsel. This is an exciting opportunity to serve as the primary legal advisor to the Executive Director and Commissioners of the commission, in addition to supervising all legal staff and functions within the agency. As Chief Counsel 3, you will be responsible for preparing written and oral opinions surrounding complex legal issues, reviewing proposed legislation, litigating cases in various courts and administrative settings, reviewing contracts, and providing collective bargaining and other personnel-related advice. Excellent networking and communication skills are an asset within this role, as you will function as a business partner to the Executive Director and Commissioners ensuring that the commission is working in compliance with all applicable laws and regulations. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • $112,450 - $167,179/year
Qualifications

Minimum Experience and Training Requirements:

  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania, currently licensed to practice in Pennsylvania, and must maintain licensure on a continuous basis during employment.

Additional Requirements:

  • You must be able to perform essential job functions.

Preferred

  • Experience advocating for the Commonwealth in court.
  • Experience reviewing, preparing, and negotiating contracts.
  • Experience trying cases, advising and writing opinions, interpreting the law, and making recommendations and appraisals.
  • Supervisory experience.
  • Public speaking experience.
  • Strategic planning development experience.
  • Experience with complex legal cases.
  • Experience representing an entity in court, both appellate and original jurisdiction matters, and in state and federal administrative proceedings.
