Job Description

General Summary:

The Budget Manager will manage the day-to-day activities of expensing the annual general fund budget for the department. These activities include managing the processes and resources involved in procurement, including accounts payable, and banking. The manager will develop new processes and improve old ones to improve efficiency of operations. The manager will work closely with the team to ensure department standards are kept and interdepartmental coordination is maintained.

Duties & Responsibilities:

  • Manages personnel responsible for procurement and accounts payable;
  • Develops processes for all aspects of procurement and banking including, but not limited to, deposits, accounts payable, travel reservations, inventory and stock;
  • Works closely with other departments;
  • Prepares reports to provide to the Director of Finance and the CFO;
  • Works with the Director of Finance regarding annual budget allocations and intermittent budget adjustments among department divisions;
  • Monitors payables and ensures appropriate funding sources are used for expenditures;
  • Ensures the department is compliant with the Prompt Payment Act and works to decrease the number of days vendors wait to be paid; and
  • Produces projections and provides suggestions for future expenditures.
  • Performs other duties as assigned to support departmental or County business needs.

Knowledge, Skills and Abilities:

  • Expert knowledge of government finances and funds.
  • Expert knowledge of MS Office Suite, especially Excel.
  • Proficiency with remote banking reports and procedures.
  • Expert knowledge of statutory limitations and restrictions regarding funding usage.
  • Working knowledge of PeopleSoft and other hosted applications.
  • Proficiency in creating and interpreting financial reports.

Required Education / Experience:

  • Bachelor's Degree in Finance, Accounting, or a related field.
  • Three (3) years of experience directly involved with government finances.

Hours:

  • This is a full time position. Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours may vary based on the business needs of the department.

Salary:

  • Salary Range: $98-103k per year (depending on experience and qualifications)
