This Business Systems Analyst plays a key role in assisting the management IT operations, procurement, and project delivery to support efficient service execution across the organization. This position leads the full lifecycle of work orders with the Managed Service Provider (MSP), ensuring process integrity, SLA compliance, and alignment with business goals.
The Analyst supports over 90 annual procurements, overseeing the development of solicitations and invoice reconciliation to ensure financial and contractual accuracy. They also contribute to strategic financial planning by tracking budgets, forecasting expenditures, and managing Azure and MSP spending across 25 IT programs.
Additional responsibilities include supporting Shared Services operations, maintaining vendor documentation, and leading small to mid-sized projects through planning, execution, and closeout. The role emphasizes cross-functional coordination, documentation accuracy, and continuous process improvement to drive operational excellence.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Duties• Lead and take full ownership of the end-to-end management of IT work orders supporting projects delivered through the Managed Service Provider (MSP). This essential function ensures strategic oversight, operational efficiency, and strict adherence to contractual obligations, while aligning technical execution with enterprise-wide IT and business goals. The role is critical to maintaining service integrity, optimizing delivery processes, and ensuring accountability across all phases of work order execution.
• Provide analytical and technical support in the development of procurement solicitation documents for JC IT Core Services and manage the verification and reconciliation of vendor invoices, supporting over 90 annual procurements and associated invoicing activities to ensure contractual and financial compliance.
• Support strategic financial planning by monitoring and analyzing budgets, generating financial reports, and developing accurate expenditure forecasts and resource projections for IT programs leveraging MSP services and Azure cloud consumption.
• Support the efficient daily operations of the Shared Services unit and ensure effective management of vendor contracts and performance. This includes monitoring service delivery, maintaining operational documentation, and overseeing vendor compliance to promote operational excellence and contractual accountability.
• Create, manage, and continuously improve procedural, technical, and project-related documentation to support effective project delivery, operational consistency, and compliance with organizational and industry standards.
• Oversee the end-to-end delivery of small to medium-sized IT and business projects by leading the planning, execution, and closeout phases—ensuring alignment with scope, schedule, and budget while driving cross-functional collaboration and measurable outcomes.

Bachelor’s degree and three (3) years of experience providing technical and business process support
and analysis for systems/applications.
An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Three (3) years as a Business Systems Coordinator, or two (2) years as an Associate Analyst in the
assigned field with the Judicial Council of California, or three (3) years of experience performing the
duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator,
or two (2) years as an Associate Analyst in the assigned field in a California superior court or
California state-level government entity.
