
Under the general direction of the Assistant Chief Counsel, the incumbent will handle personal income or franchise tax matters involving the provisions and administration of the Internal Revenue Code and California Revenue and Taxation Code. The incumbent's responsibilities may include representing the Franchise Tax Board in administrative protest hearings involving personal income, pass-through entity, or bank and corporation tax issues; drafting briefs and arguing administrative appeals before the Office of Tax Appeals; assisting Deputy Attorney Generals in personal income or franchise refund litigation; proposing, drafting, and reviewing regulations and conducting regulatory hearings; preparing rulings, position papers, and formulating department positions on a variety of tax law matters; researching, analyzing, and applying legal principles and precedents to complex legal issues related to tax law; applying and interpreting the California Revenue and Taxation Code and the Internal Revenue Code; assisting other attorneys and departmental staff; handling special assignments such as representing the Department at tax conferences, seminars, and before professional organizations; and serving on task forces and teams. Additionally, incumbents hired at the Attorney IV level may review the work of other attorneys/staff in the bureau as required by the bureau's business needs.
Attorney IV openings exist in the Tax Administration and Procedure Bureau and Specialized and Individual Tax Bureau.
Active membership in the State Bar of California.

- This position is eligible for limited remote working within California based on departmental guidelines and operational need. Once training is complete, FTB has a minimum in-office requirement of four days per week for all positions including those that are eligible for telework.
