As an Equal Employment Specialist, you will promote equal employment opportunity (EEO) in the workplace by guiding employees and management through the EEO programs and by overseeing the proper, confidential, and lawful handling of issues in compliance with federal EEO laws and Agency policies.

Duties
  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Civil Rights and Equal Employment Opportunity and are assigned based on the need of the agency.
  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Performs comprehensive analysis, fact-finding, or investigative techniques to identify and resolve complex and sensitive EEO complaints and/or accommodation requests in compliance with applicable laws, regulations, and policies.
  • Manages a case inventory of EEO complaint counseling and/or accommodation requests and coordinates all actions to meet required timelines, confidentiality standards, and federal reporting requirements.
  • Reviews investigative reports and develops other reports and supporting documentation to ensure pertinent issues are addressed and findings are well supported and comprehensive enough for Agency decisions.
  • Facilitates discussions to resolve complex and sensitive EEO issues. Serves as a recognized technical advisor to managers, employees, and other impacted parties.
  • Promotes EEO program awareness and risk mitigation throughout the Agency by communicating, educating, and advising employees and managers on program requirements, changes and initiatives.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/11/2026.


GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Managing an inventory of sensitive cases from intake to resolution.
  • Analyzing data and preparing clear and accurate recommendations for case outcomes.
  • Interpreting laws, regulations, and policies and accurately applying these authorities to individual case scenarios.
  • Maintaining thorough documentation of intake, analysis and outcome of cases. OR
  • You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Performing fact-finding to uncover relevant facts of a case involving workplace-related issues.
  • Conducting unbiased interviews to gather information on workplace-related topics.
  • Analyzing and assessing the credibility of information collected from interviews and other sources.
  • Developing a rapport with stakeholders to gather information and facilitate resolution to sensitive workplace matters.
  • Writing well-supported, professional summaries or reports to recommend resolution of workplace-related cases.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Providing expert guidance on workplace-related programs or projects that involve interpretation and application of technical and complex legal and policy issues.
  • Negotiating and implementing resolution of disputes between multiple stakeholders.
  • Conducting briefings or training as a technical expert on a workplace-related topic.
