This position will be in the Anoka County Attorney’s Office Investigations Division, which handles a variety of assignments including the investigation of criminal cases, participation in civil cases on behalf of the County, as well as conducting internal investigations related to allegations of county employee misconduct. The detection and prevention of fraud, waste, and abuse in the administration of public assistance (food and cash assistance, medical assistance and childcare assistance) is a priority for Anoka County.
The investigator hired for this position will work directly with and alongside an experienced team of investigators in the Anoka County Sheriff’s Office who are embedded in Anoka County Economic Assistance to focus on the investigation of fraud cases. Strong investigation and communication skills are key aspects of this position, which will focus on public assistance fraud cases. This person will be the primary liaison from the County Attorney’s Office with Economic Assistance and the Sheriff’s investigation team embedded there. Currently, there are monthly team meetings that include representatives from the County Attorney’s Office (attorneys and investigators), the Sheriff’s Office, and Economic Assistance. It is expected that in future years, the investigator hired for this position will also be used periodically to investigate other criminal and civil matters handled by the Anoka County Attorney’s Office Investigations Division. The investigator hired for this position is expected to collaborate skillfully with other investigators, law enforcement, the public, Economic Assistance staff, and County Attorney’s Office staff.
This is a full-time, non-exempt, benefit-eligible position that will be primarily located at the Blaine Human Services Center in Blaine, Minnesota with weekly check-ins with the County Attorney’s Office Investigations Division at the Anoka County Government Center in downtown Anoka, Minnesota. After the successful completion of the initial 6-months probationary period, this position is eligible for flexible work arrangements, including a hybrid schedule with some days working remotely and some days working in the office. The work schedule is subject to change based on business needs and supervisor approval.
Interviews will be held in-person June 26-27, 2025, for those selected to move forward in the hiring process.
Pay & Benefits
Anoka County Salary Schedule, Grade 32: $31.00 to $43.38 per hour ($64,480.00 to $90,230.40 per year). Offer to be commensurate with experience.

Anoka County Attorney’s Office has two Investigator classifications: an Investigator I position and an Investigator II position. Work Location
This position will work primarily at the Blaine Human Service Center in Blaine with weekly check-ins at the Anoka County Government Center in Anoka.
Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m. Schedule may vary based on business needs and supervisory approval.
Job Duties and Responsibilities:

Criminal Investigations:
Investigation of suspected public assistance fraud cases referred to Anoka County from the Minnesota Department of Human Services, Minnesota Department of Children, Youth and Families, or identified by Anoka County Economic Assistance
Investigation of suspected cases of financial exploitation of vulnerable adults referred from Anoka County Adult Protection and law enforcement agencies
Investigation of varying complex financial crimes referred by law enforcement agencies
Interviewing witnesses, suspects, and others with case knowledge, gathering evidence related to investigations, preserving evidence and the chain of custody to assure admissibility in court
Accurately drafting court documents as appropriate for completion of cases, i.e., investigative reports, administrative subpoenas, search warrants, and complaints
Civil Investigations:
Investigation of civil matters to provide the basis for county action in fraud cases, tort defense, discrimination, sexual harassment, employee discipline, and other matters that may be appropriate
Work collaboratively with other county departments on the detection and investigation of fraud and, from time to time on comprehensive internal employment investigations
Work collaboratively with Elections and Voter Registration to investigate voting irregularities, violations, and voter fraud
Attorney and Administrative Assistance:
Assist Anoka County departments in acquiring case-specific information utilizing a variety of open-source and law enforcement tools
Facilitate the service of subpoenas upon request from attorney staff
Work alongside county attorney and administrative staff, assisting in a variety of functions
Other duties as assigned by the Investigations Division Manager and the County Attorney
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed:
Bachelor’s degree and at least two years of job-related experience. In lieu of required education, an equivalent combination of law enforcement education and investigations experience may be substituted on a year-for-year basis
Completed background investigation, including a Bureau of Criminal Apprehension (BCA) background check and fingerprinting.
Consideration of references about your demeanor, ability to work as a team member, and skill set.
This is a non-sworn position that does not require candidates to possess a peace officers license or be eligible for a peace officers license.
Preferred Knowledge, Skills, and Abilities Needed:
Bachelor’s degree in criminal justice or related field.
Fraud investigations experience – specifically surrounding public assistance including medical assistance and child care assistance,
General knowledge of investigative techniques, procedures, rules of evidence, court procedures, and statutes which support investigations
Investigative interviewing training and experience
Criminal/Civil investigations procedural knowledge sufficient to complete comprehensive investigations from start to finish
The ability to effectively and timely manage a continual caseload and to work cases to resolution within established time periods
General knowledge of financial crimes investigations
General experience in search warrant and subpoena drafting/service
Proficient in MS Office Suite (Outlook, Word, PowerPoint, Excel)
Ability to organize, sort, analyze data, banking records, and related evidentiary materials
Previous law enforcement investigative experience
Work will be performed in a professional office environment alongside investigators from the Anoka County Sheriff’s Office. Some field work will be required
Standard office environment, courtrooms, travel to various county work sites and meetings as needed
Work activities may require contact with uncooperative, angry, and sometimes hostile clients depending on assignment
