This position is located in the Office of the Register of Copyrights and Director, U.S. Copyright Office. The position description number for this position is 463602. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position.
Duties Conducts extensive legal research on highly intricate, complex and novel questions of law and policy concerning all aspects of an area of law. Performs analysis on the interpretation and application of treaties, laws, regulations, and rulings impacting the field of copyright law and/or the Library of Congress. The work may be performed under tight time schedules and stressful circumstances. Reviews and analyzes legislation for the legal and policy implications on copyright matters, agency policy, operations, and strategic planning goals. The incumbent is responsible for performing a variety of duties regarding legislation and the impact on copyright matters, agency policy and operations, strategic planning, and Library of Congress and various stakeholder interests. The incumbent drafts congressional testimony, position papers and proposed legislation; analyzes legislative proposals relating to copyright law and agency policy and operations; organizes briefings for congressional staff in coordination with USCO policy experts; facilitates responses to congressional inquiries and oversight requests; and establishes and maintains relationships with congressional and external stakeholders. Serves as a specialist in the field of copyright law with overall and independent responsibility on behalf of the Copyright Office for performing professional activities pertaining to matters of interest to the Copyright Office. Provides professional advice and services with respect to questions, regulations, practices, or other matters falling within the purview of a Federal government agency, private sector, law firm, or other organizations; drafting, preparing formal comments, or making substantive recommendations regarding proposed legislation; and reviewing and editing draft statutes prepared by Congress and opinions or decisions of a court, commission, or board. Coordinates with USCO subject-matter experts to obtain information in developing the agency’s position. Drafts official agency positions on pending legislation, including comprehensive legal and policy analysis in briefing materials and talking points for the Register. Provides oral and written opinions for the Register on pending legislation to assist in the evaluation of legislation affecting their operations. Provides opinions and advice concerning a broad range of subjects. Renders advice, counsel, or instruction on both substantive work and administrative matters. Prepares substantive and strategic written materials on matters which may be time sensitive. Summarizes and digests research findings for the Register and prepares documents recommending and defending proposed courses of action for consideration by the Register. May prepare speeches, portions of speeches, articles, briefs, and other materials in connection with assigned matters. Drafts or reviews congressional testimony on copyright issues and agency operations for the Register. Works with agency managers and staff, as well as LOC to ensure the accuracy and appropriateness of the information presented. Salary- $167,603 - $195,200/year
