Attorney 1–3 (General Law Unit)
The Louisiana Department of Transportation and Development (DOTD) is seeking motivated and detail-oriented attorneys to join the General Law Unit within the DOTD Legal Section. These positions provide critical legal support to the Department by advising on complex matters involving contracting, procurement, funding, finance, and regulatory compliance.
Under the supervision of an Attorney Supervisor and senior attorneys, incumbents serve as legal counsel to DOTD offices and programs, ensuring compliance with applicable state and federal laws. This role plays a key part in protecting the Department’s legal and financial interests while supporting transportation initiatives that impact communities across Louisiana.
Attorneys in this role are responsible for drafting and reviewing Cooperative Endeavor Agreements (CEAs) and other specialized contracts, advising internal stakeholders, and supporting legal processes related to disputes, legislation, and rulemaking. Incumbents may also assist with or participate in negotiations, mediation, or litigation matters involving the Department.

Job Duties:
- Drafts, reviews, and negotiates Cooperative Endeavor Agreements (CEAs) and other specialized contracts to ensure compliance with applicable laws and protection of DOTD’s interests
- Provides legal advice and counsel to DOTD sections on contracting, procurement, funding, and regulatory compliance matters
- Conducts legal research and prepares advisory opinions on assigned legal issues
- Assists internal stakeholders, including project managers and leadership, in interpreting and applying state and federal laws
- Supports legislative and regulatory activities, including drafting and reviewing proposed legislation and rules
- Assists with Public Records requests and other compliance-related legal matters
- Participates in or supports negotiation, mediation, and litigation activities involving the Department
- Performs other related duties as assigned, including emergency or disaster support activities
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
Compensation: This position has Special Entrance Rates, which is an approved starting salary above the minimum of the pay range.
- Attorney 1 - $2426.40/biweekly
- Attorney 2 - $2596.00/biweekly
- Attorney 3 - $2920.80/biweekly
Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval and applicable pay limitations.
