The following position is to join our RTX Corporate team:
Director, Global Trade Customs Counsel
This role will be responsible for Global Trade (GT) Customs/Import Program oversight, legal advice and counsel, and will ensure implementation of Global Customs program enterprise-wide by:
- Providing strategic leadership for the RTX Customs program, including oversight of program implementation, sustainment (includes automation architecture) and enhancement.
- Providing GT Customs/Import Steering Committee leadership and oversight.
- Managing policy maintenance covering the Customs program including: HTS classification, valuation, country of origin, preferential tariff treatment and other duty reduction programs, post-entry modifications, statistical reporting, broker oversight, and any other law that global customs agencies enforce at time of declaration.
- Operating as the senior-most RTX customs/import subject matter expert (SME) providing advice and legal counsel.
- Overseeing development of properly trained and overseen RTX customs/import personnel/community.
- Identifying and supporting RTX strategies that promote customs compliance at the speed of business, developing new concepts, techniques, automation approaches, and standards to achieve results (people, process, technology/automation).
- Enhancing customs compliance activities within core business processes by creating partnerships with Finance, Tax, Risk Management, Supply Chain Procurement, Logistics, Contracts, and Operations.
- Ensuring Customs/Import Program health monitoring (integrated into overall GT Program approach).
- Maintaining regulator relationships and ensuing RTX regulatory position consistency.
- Performing Customs-related investigations in coordination with the Compliance team.
Qualifications You Must Have
- Juris Doctor
- Minimum 14 years of experience in trade, policy, government relations, legal, business, or related field.
- Member in good standing of a US state bar.
- Minimum 6 years of law firm or in-house legal experience in international trade, including substantial import compliance experience, particularly in preparing and drafting prior disclosures and ruling requests and guiding clients undergoing CBP focused assessments and penalty investigations.
- Direct knowledge of U.S. import regulations.
- Experience conducting import tariff classification, valuation, country of origin determination and eligibility determinations under trade agreements and duty preference programs.
- Must be a U.S. Person

- Familiarity with work in a global context, and ability to travel abroad as needed.
- Ability to synthesize large amounts of information, analyze complex problems, and identify business-oriented solutions.

- Hybrid preferably from greater Hartford, CT - Arlington, VA - Charlotte, NC - Tucson, AZ - North Texas locations; hybrid employees work both offsite and onsite regularly.
