Job Posting: HBCU/MSI Internship Program – Office of General Counsel
Location: 1 South Wilmington St. Raleigh NC, 27601
Internship Duration: 10-week internship (May 26-July 31, 2026)

About the Role:

The Office of General Counsel (OGC) Internship provides HBCU/MSI students with hands-on exposure to legal, policy, and compliance work within a public-sector environment. Interns will support attorneys and staff on matters related to transportation, infrastructure, contracts, and regulatory compliance while gaining practical experience in legal research, analysis, and professional writing. This on-site internship offers meaningful insight into how legal guidance supports statewide transportation operations and public service initiatives.

Responsibilities:

•Conduct legal research on federal and state statutes, administrative rules, and case law related to transportation and infrastructure projects.
•Assist with legal writing, including drafting memoranda, correspondence, and research summaries.
•Support policy analysis by reviewing and interpreting federal and state policies impacting transportation initiatives, including environmental regulations, procurement processes, and civil rights compliance.
•Assist with the review and drafting of contracts, agreements, and memoranda of understanding.
•Support regulatory compliance efforts, including research and analysis related to Title VI, ADA, and DBE program requirements.
•Participate in meetings with attorneys, program staff, and departmental stakeholders.
•Develop analytical thinking, communication, problem-solving, interpersonal, and technical skills through practical legal assignments.

Preferred Qualifications:

•Enrollment in an ABA-accredited law school at the time of application.
•Strong legal research and writing skills, with the ability to synthesize complex information clearly and professionally.
•Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
•Strong analytical and problem-solving skills, with the ability to manage multiple assignments and meet deadlines.
•Interest in public-sector law, transportation policy, regulatory compliance, or government operations.
•Ability to work collaboratively in a professional, on-site environment.

Eligibility Requirements:

  • Must be a currently enrolled full-time student in a bachelors, masters, or professional level program at an accredited or recently graduated from a North Carolina Historically Black College/University (HBCU) or Minority Serving Institution (MSI) by May, 2026.
  • 24 credit hours completed.
  • Minimum overall GPA of 2.5 (on 4.0 scale)
  • Has legal right to work in the U.S. and do not need sponsorship
