Job Description

The Information Technology Specialist (Systems Analysis) position is located in the Department of Program Services, Case Management Systems Office (CSMO), Federal Judiciary Digital Services Division. CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and other external stakeholders.

Duties

The Administrative Office of the U.S. Courts (AO), Case Management Systems Office (CMSO), Federal Judiciary Digital Systems (FJDS) Division is seeking an experienced Information Technology Specialist (Systems Analysis) to join its team.

The Information Technology Specialist (Systems Analysis) works with product owners and managers in an agile environment to conduct business process, system, and risk analyses; define acceptance criteria; manage projects and backlogs; research bugs; write user stories; and elicit, document, and prioritize requirements.

The incumbent serves on one or more teams of government and contractor IT professionals and interacts with stakeholders across CMSO and the AO, and customers nationwide. The Information Technology Specialist reports to the Chief, Product Development Manager.

The duties of the position may include, but are not limited to:

  1. Collaborating with product owners, customers, key stakeholders, and end users to develop and document well-defined, clear, and detailed functional requirements.
  2. Developing requirements into user stories and acceptance criteria.
  3. Assisting product managers define product scope, vision, and roadmap.
  4. Providing system analysis and subject matter expertise on issues and bugs.
  5. Developing and maintaining detailed project plans, schedules, and progress reports.
  6. Working with stakeholders to define project milestones, deliverables, and resource needs.
  7. Identifying project risks and dependencies and proposing mitigation strategies.
  8. Monitoring, tracking, and managing project metrics, including key performance indicators.
  9. Conducting business process analyses, workflow analyses, and business process reengineering.
  10. Creating artifacts as appropriate, including process flows, and business case and scoop documentation.
  11. Supporting delivery teams as they develop, test, and deploy solutions.
  12. Reviewing delivery team outputs to ensure requirements are correctly interpreted.
  13. Defining and executing test cases and documenting current processes and models to understand inefficiencies or gaps.
  14. Working closely with all product teams to streamline business processes.
  15. Interacting with internal and external stakeholders, IT specialists, contractors, and others to develop and implement optimal technical solutions on time and within budget.
  16. Working with product owners, program managers, developers, testers, and end users to ensure application designs meet business requirements.
  17. Providing technical assistance and guidance by performing gap analyses, workflow analyses, Analysis of Alternative (AoA) studies, business process modeling, wireframes, and storyboards.
  18. Facilitating and providing support for product demonstrations.

  4. All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  5. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  6. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  7. Relocation expenses may be provided, but only if authorized by the Director of the AO.

Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience performing business analysis, writing user stories and acceptance criteria, eliciting functional and non-functional requirements, documenting business processes, and working in an agile environment.
