Position Title: Coordinator of Legal Compliance

Division: Office of the Chief of Staff

Reports To: Director of Legal Compliance

FLSA Status: Exempt

Salary Schedule: C2 (Doctorate), C2-1 (Specialist), C2-2 (Master's/Bachelor's)

Work Days: 244

Essential Duties:

  • Assist the Director of Legal Compliance, assuring that the district’s activities, programs, and policies are in accordance with local, state, and federal law. Serve as staff resource for related research. Assess organizational risks.  Ensure updates to the Student and Parent Handbook.
  • Coordinate case management (investigations, mediations, and district responses) of Board policy and external agency complaints and grievances. External agencies include U.S. Department of Education Office for Civil Rights, U.S. Equal Employment Commission, Georgia Department of Education, Georgia Office of State Administrative Hearings, and U.S. Department of Justice.
  • Assist in liaison responsibilities with the School Board Attorney on matters of student complaints and grievances, including internal and agency investigations, school district employee and community member grievances, litigation, and policy compliance, including contracts and procurement.
  • Provide consultation, advice, and assistance to department heads, building administrators, and others as necessary regarding legal and policy matters related to record requests, complaints, and grievances.  Receive elevated student, family, or community member grievances and/or administrative complaints; refer informal matters to the appropriate school, department, or division; oversee matter resolution in a manner aligning with organizational protocols and Board policies.  Discern whether any escalation is required for a formal complaint, investigation, or other district response.
  • Oversee and manage the process of records requests and court order review, including but not limited to Open Records, subpoenas, authorizations, and from non-parties or agencies.  May serve as an Open Records Officer. Review and ensure laws are followed by departments and schools, including the Open Records Act, Family Educational Rights and Privacy Act, Civil Practice Act, and other federal and state laws as they relate to records production.
  • Attend professional development and stay abreast of legal updates and school law compliance issues and guidance.
  • Assist with the development and implementation of a professional learning plan for the Office of Legal Compliance and system needs to ensure that school and district personnel are trained as needed regarding all policies, procedures, and laws.  May lead trainings and targeted sessions.
  • Coordinate and complete the U.S. Department of Education’s Civil Rights Data Collection.
  • Maintain documentation and complete records required by state and federal laws and regulations.
  • Ensure adherence to laws, regulations, and local policies. 
  • Perform other duties and responsibilities as assigned.

Qualifications:

  • Minimum of a Bachelor's degree.
  • Prior building level, central office administrator, and/or management/supervisory experience.
  • Two (2) years of prior legal experience handling civil litigation, family matters, or criminal matters highly preferred,
  • Ability to define problems, collect data, establish facts, and draw valid conclusions required. 
  • Ability to work well with staff and the public; ability to effectively respond to inquiries or complaints from staff members, agencies, or members of the community required.
  • Exceptional integrity, commitment to confidentiality, excellent character, and strong professional reputation. 
  • Ability to abide by the Georgia Professional Standards Code of Ethics for Educators.
  • Must be regularly, predictably, and reliably at work.
  • Ability to be present at the physical worksite.
  • Must perform tasks involving prolonged periods of standing, walking, and sitting.
  • Must perform routine physical activities such as bending and lifting/pushing/pulling up to 50 pounds.
  • Vision, hearing, written, and verbal communications are essential factors in performing required tasks.
