Battery Park City Authority (BPCA) is a public benefit corporation dedicated to the stewardship and ongoing development of Battery Park City, working in close partnership with New York City and New York State.
The Senior Counsel will join a collaborative, high-performing legal team of seven and report directly to the General Counsel. This role offers a unique opportunity to support a New York State public authority at the forefront of major environmental resiliency and infrastructure initiatives across Battery Park City. The Senior Counsel will partner closely with internal stakeholders and outside counsel on a broad portfolio of legal matters, including ethics, corporate governance, compliance, Freedom of Information Law (FOIL) requests, and procurement. Based on experience and organizational needs, the role may also include advising on real estate, construction, employment, public finance, litigation, and other complex legal issues.
Essential Duties:
- Serve as Ethics Counsel, providing guidance, maintaining policies, and ensuring compliance with all ethics-related training, reporting, and regulatory requirements
- Partner with cross-functional teams to develop and implement sound, compliant policies and procedures, and lead compliance initiatives across the Authority
- Ensure adherence to the New York State Freedom of Information Law and Public Authorities Law
- Support and advise the Corporate Governance Committee
- Draft, review, and negotiate a wide range of agreements, including ground leases, construction and design contracts, license agreements, and consulting arrangements
- Conduct legal research and provide clear, actionable recommendations through written memoranda and verbal guidance
- Assist in preparing Board materials and advising on governance matters
- Monitor and enforce tenant and contractor compliance with contractual obligations
- In coordination with the General Counsel, oversee outside counsel on litigation and other legal matters
- Contribute to additional legal and strategic initiatives as needed
Education & Experience:
- Juris Doctor from an accredited law school
- Active membership in good standing with the New York State Bar
- Minimum of six (6) years of relevant experience in a law firm, government, or in-house legal setting
- Experience in one or more of the following preferred: New York State or City government, real estate transactions, procurement and contracting, construction, or litigation

- Strategic mindset with the ability to proactively identify and mitigate potential risks
Additional Information:
- This role requires extended periods of desk-based work and computer use
- Hybrid schedule with a minimum of three (3) days per week in-office
