Job Description

This position is located in the General Services Administration (GSA), Office of Civil Rights (OCR), Complaint Processing Branch (CPB). The incumbent serves as an Equal Employment Opportunity (EEO) Specialist responsible for managing discrimination complaints from initial intake through final resolution, including counseling, acceptance/dismissal determinations, and oversight of contract investigations. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties Conducts initial intake and counseling for complex discrimination complaints involving multiple bases, systemic issues,or senior-level officials. Applies a broad range of fact-finding and analytical techniques to ensure claims, bases, and theories of discrimination are properly identified. Processes formal complaints of discrimination to include acceptance/dismissal determinations, amendments to investigations, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of less complex final orders. Handles individual/class complaints of discrimination that are often difficult and complex in nature. Designs, develops, and conducts specialized briefings, orientations, and training for managers, supervisors, and employees on Equal Employment Opportunity (EEO) complaint processes and procedures. Provides timely responses to requests for data or other information from the Office of General Counsel and contract Equal Employment Opportunity (EEO) investigators in relation to EEO complaints. Serves as a consultant and advisor to Office of Civil Rights (OCR) and GSA staff and management officials regarding investigations, affidavits, and hearings. Salary

The GS-13 salary range starts at $108,173.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Locality pay will be determined upon selection. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is conducting Equal Employment Opportunity (EEO) complaint processing activities, including pre-complaint counseling, fact finding, and providing technical advice regarding the EEO complaint process. This experience must include: processing formal EEO complaints; reviewing investigative plans and reports for regulatory compliance; developing and delivering training on complaint processes and procedures; and preparing recommendations to support complaint processing activities. Former Peace Corp or VISTA volunteer: Submit your Description of Service. Current or former Land Management Agency Employee - Submit a and b: (a) one or more SF-50s, including your most recent one that shows you were on a competitive time-limited appointment(s) with a Land Management Agency and served on the appointment for a period(s) totaling more than 24 months without a break of 2 or more years. (b) Copy of your agency's annual performance appraisal(s) or written reference(s) from a supervisor at the agency verifying satisfactory performance during your appointment(s). ICTAP/CTAP eligible - submit a, b, and c: (a) proof of eligibility including agency notice; (b) SF-50, and (c) most recent performance appraisal.
