
Job Summary: The primary duties of the Case Manager are to assist the Program Manager and project team in accomplishing the Kent County Tackling Recidivism with Alternatives, Connections, and Knowledge (“TRACK”) mission of rehabilitation and productive community reentry.
This position reports to the TRACK Program Manager. This full-time position is supported through grant funding, and the duration of the assignment is dependent upon the continued availability of those funds.
Essential Functions

- Interview potential clients for the Tackling Recidivism with Alternatives, Connections, and Knowledge (TRACK) program.
- Engage one-on-one with TRACK clients. Assist them through each step of the process. Provide individual progress reports to all appropriate members of the TRACK team.
- Perform other related duties as assigned by the Program Manager.
- Work with a team of professionals and implement team strategy approaches to work assignments.
- Work with correctional, parole, and probation staff and the court in a professional and effective manner.
- Be flexible, cooperative, and empathetic to the needs of staff and clients.
- Prepare written reports; to communicate effectively, both orally and in writing.
Required Knowledge, Skills, and Abilities
- Ability to be firm and compassionate. Also, an ability to build effective attitude and behavior-changing relationships with clients who differ widely in terms of their personality, education, employment skills, ethnic background, and socioeconomic status.
- Excellent organizational skills as well as aptitude in verbal and written communications.
- Excellent communication and interpersonal skills, using diplomacy and good judgment.
- Ability to use initiative and be a self-starter.
- Attention to detail.
- Positive attitude and the ability to be flexible considering changing job situations/priorities.
- Possess a thorough understanding of the principles of effective intervention that empirical evidence has proven to successfully reduce recidivism.
- Experience working with the offender population and being comfortable in a jail setting.
- Strong analytical skills.
- Prior experience working with contracts, compliance, and grants is preferred.
- Possess a thorough understanding of the principles of effective intervention that can successfully reduce recidivism.
- Experience with computer systems and software utilized by the TRACK program.
Education and Experience:
- Bachelor’s Degree in social work, criminal justice, sociology, or in a relevant discipline, or exceptional work experience.
- Case management experience.
- Counseling experience strongly preferred.
- Minimum of two (2) years of experience working in the criminal justice system and/or correctional setting.
Conditions of Employment:
- Substance Abuse Test: Must pass a pre-employment urinalysis test for designated controlled dangerous substances.
- Criminal Background Check: Must pass a Criminal Background Check as defined in Kent County Handbook.
- Essential Functions: Must be able to execute the "Essential Functions" listed in this Class Specification at the time of hire and while employed in this class series, unless a request for accommodation under the Americans with Disabilities Act is received and granted.
- Driving Record: Valid Maryland Class “C” or equivalent.
- Personnel Rules and Regulations: Must comply with the terms of the Kent County Personnel Rules and Regulations, including the Substance Abuse Policy, while employed for Kent County Government.
Physical and Environmental Conditions:
This position follows a hybrid remote work model, combining both remote and in-office work. Employees are expected to report to the office three (3) days a week and remotely for two (2) days a week. Candidates will need to report to the Office of the State’s Attorney.
Work environment involves everyday risks or discomfort that require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations.
