The California Department of Insurance (CDI) is seeking a dynamic Senior Administrative Law Judge with experience researching, interpreting and applying various provisions of federal and state statutes, regulations, policies and case law in conjunction with conducting hearings and preparing decisions.

Under supervision of the Supervising Administrative Law Judge in the Administrative Hearing Bureau (AHB), the Senior ALJ acts at the expert level and presides over the most complex and technical quasi-judicial hearings involving expert interpretation and application of provisions of the most difficult Insurance Code, Administrative Procedures Act and other applicable statutes and regulations; renders proposed decisions; and accomplishes other assignments under the direction of the Supervising Administrative Law Judge.
This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated ability to research, interpret and apply various provisions of federal and state statutes, regulations, policies and case law in conjunction with conducting hearings and preparing decisions.
- Demonstrated ability to make accurate summaries of evidence, prepare appropriate findings and conclusions of law, and make recommendations based on such facts.
- Knowledge of laws governing California Department of Insurance (CDI), the law administered by CDI, and the judicial interpretations of such laws.
- Knowledge of the basic principles of insurance accounting, underwriting, and operation of the insurance industry.
- Knowledge of legal principles and their application, conduct of hearing proceedings, and the provisions of the Administrative Procedures Act.
- Knowledge of rules of evidence governing such procedures and the laws relating to serving notices, taking depositions, and issuing subpoenas.

Working Conditions
- The incumbent must be able to work in a high rise building.
- The incumbent must be able to travel to Los Angeles and other parts of the state and country for hearings and trainings. Travel will/may include overnight stay.
- The incumbent must be able to lift, carry or otherwise transport documents to court, meetings, conferences, and other appearances.
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
