Position and Salary
The Attorney General’s Office is recruiting for a permanent full time Program Specialist 3 in the Consumer Protection Division, Consumer Services Unit & Consumer Resource Center. This position supports the Manufactured Housing Dispute Resolution Program. This position is located in Seattle, Washington, and is represented by the Washington Federation of State Employees (WFSE).
Salary Range 53: $56,880 - $76,608
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:
- Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
- Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Consumer Protection Division, Consumer Services Unit:
The Consumer Protection Division is composed of attorneys and professional staff. The division enforces the Consumer Protection Act (RCW 19.86) and other statutes to help keep the Washington marketplace free of unfair and deceptive practices. The division investigates and files legal actions to stop unfair and deceptive practices, recovers refunds for consumers, seeks penalties against offending entities, and recovers costs and fees to ensure that wrongdoers pay for their actions.
The Consumer Services Unit provides direct services to the public. The consumer services unit includes the Consumer Resource Center (CRC), the Lemon Law Administration, the Manufactured Housing Dispute Resolution Program, and Outreach Services.
Duties and Essential Functions of a Program Specialist 3, Lead Agent, in the Consumer Resource Center:
This position supports the Consumer Services Unit, Consumer Resource Center. The Consumer Resource Center (CRC) handles consumer complaints and phone calls from the public and receives approximately 25,000 complaints and 25,000 phone calls each year. The CRC has four work units: 1. Intake of new complaints, 2. Review and assignment of new complaints, 3. Complaint processing, and 4. Call Center.
This position is a designated lead agent and assists the CRC supervisors by overseeing the delivery of daily services provided by one of the four units in the Consumer Resource Center, as assigned, and providing information to PS2 agents regarding work unit policies and procedures to assist them respond to callers and process complaints. This position also performs the work of each work unit and may be assigned to perform work in any of the Consumer Services Unit Programs.
Duties include, but are not limited to:
- Providing Excellent Customer Service
- Application of relevant policies and procedures
- Overseeing the work performed by the assigned work unit
- Performs work delivering services in all work units
- Processes consumer complaints
- Answers calls from the public regarding program services
- Leads PS2 agents in locating relevant policies and procedures, and resources and referrals
- Provides back-up support to other work units as assigned

Qualifications:
Option 1: A bachelor’s degree, or associate’s degree plus one year call center experience and three years’ experience providing services directly to consumers in the service industry and experience overseeing a work unit’s productivity/work product quality.
Option 2: A high school diploma or equivalent plus one year as a Program Specialist 2 in the Attorney General’s Office, Consumer Protection Division Programs.
Option 3: A high school diploma or equivalent plus two years as a Program Coordinator in the Attorney General’s Office, Consumer Protection Division Programs.
