Duties
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to provide legal support of those executing the law enforcement duties at the port level. This position starts at a salary of $56,490.00 (GS-07, Step 1) to $89,826.00 (GS-09, Step 10) with promotion potential to $130,271 (GS-12 Step 10). Typical work assignments include: Initiating and adjudicating civil liabilities arising from seizures, penalties, fines, and claims for liquidated damages initiated under the authority of Title 19 of the United States Code. Developing and evaluating all evidence, facts, and circumstances relating to cases and makes determinations and recommendations as appropriate within the requirements of the mitigation guidelines, laws, and regulations. Reviewing and making decisions as to the acceptability of evidence in some seizure, fines, and penalty cases and all liquidated damages. Advising the supervisor/ Fines, Penalties, and Forfeitures (FPF) Officer on problems and solutions involving the relationship of Fines, Penalties, and Forfeitures work to broader operations. Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing assistance reviewing and processing cases within the FPF Officer's authority through to solution. Assisting in assuring that all due process considerations are met and that the elements necessary to establish violation are present and supported by appropriate documentation. Reviewing investigative reports and case records. Requesting additional information from appropriate officers and special agents within DHS. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing and processing cases within the FPF Officer's authority through to solution. Assisting in assuring that all due process considerations are met and the elements necessary to establish a violation are present and supported. Receiving, examining, and evaluating petitions. Reviewing all evidence, facts, and circumstances relating to cases and makes recommendations as appropriate within the requirements of the mitigation guidelines, laws, and regulations. Education Substitution: GS-7: You may substitute successful completion of one year of full-time graduate education for the experience required at the GS-7 level. This education must have been obtained from an accredited college or university. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR GS-7: You may also substitute superior academic achievement for the experience required at the GS-7 level. You must have completed the requirements for a bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, or have a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. GS-9: You may substitute a Master's degree or 2 full years of graduate education in any field or a L.L.B. or J.D. degree for the experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. You are required to submit proof of your claim. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/12/2025.
