Job Description

The Judicial Council of California is accepting applications for the position of Senior Analyst for the Public Affairs office. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Senior Analyst will provide strategic communications services and consultation to key Public Affairs office clients in support of their business objectives. Primary duties and responsibilities involve media and public relations; web, online, and social media communications; and support for outreach and engagement opportunities with judicial branch stakeholders and the public. The Senior Analyst may be assigned to any priority court or Judicial Council program or project but will focus on services to the Chief Justice, the Supreme Court, and the Courts of Appeal.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office and reside in the areas surrounding this location. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

Duties

  • Consults on, serves as a subject matter expert, and implements elements of the Public Affairs program for the Supreme Court:

    • Supports the regular distribution to the news media/subscribers/general public and/or web posting of the courts case-related operational communications.

    • Supports the distribution to the news media, and/or posts to the web all news releases, media advisories, features, and statements relating to Supreme Court policies, special sessions, appointments, actions, and other activities.

    • Supports the communications and public relations needs of the court’s Associate Justices as needed.

    • Manages the media relations needs of court internal committees, including the Advisory Committee on the Code of Judicial Ethics and the Supreme Court Committee on Judicial Ethics Opinions.

  • Contributes to the effective implementation, management, and evolution of the California Court Newsroom:

    • Researches and develops stories, ideas, and content for the Chief Justice’s outreach and engagements, the Supreme Court of California, the California Courts of Appeal, and other general news assignments.

    • Create contents and posts to support the California Courts Social Media Channels; Twitter, Flickr, and YouTube.

  • Consults on, serves as a subject matter expert, and implements elements of the Public Affairs program for the Chief Justice:

    • Draft remarks, serves as a subject matter expert, and implements elements of the Public Affairs program for the Chief Justice.

    • Conducts reactive and/or proactive media relations activities on behalf of the Chief Justice. Responds to media questions, requests for comments and interview, draft responses, statements, and quotes.

    • Coordinates with the Chief Justice’s Scheduler and requestors on appearance requests for the Chief Justice. Draft engagement backgrounders with information including logistics, policy positions and actions, metrics, and talking points or remarks. Reviews requestor promotional plans for ethical issues and secures any media for future promotional use.

    • Oversees media relations activities in support of the Commission on Judicial Appointments and coordinates activities (media, webcast, and photography) with the Clerk/Executive Officer of the Supreme Court and the Commission’s Secretary – responds to news media or public queries about hearings.

  • Implements elements of Public Affairs services to the Courts of Appeal:

    • Drafts news releases relating to actions by the court including outreach programs, destruction of records, and appointments, or events impacting the court including the retirement or death of a justice. Distributes to the news media, and posts to the California Courts Newsroom, provides follow-up media relations support.

    • Counsels court leadership on sensitive media relations or crisis communications issues, acts as spokesperson for the court.

Salary
  • $7,710 - $11,565/month
Qualifications

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
