The County of San Mateo, Office of the County Attorney, is hiring for one Program Coordinator II. Currently, the primary responsibilities of the position are the coordination of the County Attorney’s Office’s government claims work as well as office payroll operations, but employees working in this position may be required to perform the full panoply of the types of duties described by the classification.
The ideal candidate for this position will be able to handle multiple projects and assignments simultaneously, have experience with complex legal support work, strong oral and written communication skills, well developed computer skills, as well as proficiency with the full range of Microsoft Office products in addition to case management software. The ideal candidate will be highly organized, work collaboratively with office management, attorneys, support staff, and other County departments, and will be able to learn assignments outside of their prior work experience. The abilities to use initiative, exercise sound judgment, set priorities and meet critical and competing deadlines are also strongly desired. In addition, the ideal candidate will have experience in processes and procedures related to processing government claims and knowledge of the County’s payroll, personnel, and civil service file practices.
Salary: Confidential employees receive a 5% salary differential, in addition to the listed salary.- Examples Of Duties
Duties may include, but are not limited to, the following:
- Review and analyze incoming government claims, maintain related case files.
- Serve as liaison between the County Attorney’s Office, Risk Management, and other County Departments to coordinate the investigation and processing of government claims,
- Oversee and perform quality control of departmental payroll records.
- Serve as liaison between the County Attorney’s Office, the County Payroll Office, and Human Resources for payroll matters.
- Coordinate departmental leave of absence processes.
- Maintain departmental civil service files.
- Maintain departmental expense and revenue contracts.
- Perform accounting transactions including invoice payment.
- Coordinate departmental recruitments.
- Facilities and ergonomic/safety coordination.
- Case management system administration.
- Provide training and lead direction to other support staff employees.
- Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:- Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical and administrative experience in a community-related setting.
Knowledge of:- Principles and practices of program area/option to which assigned.
- Principles and practices of effective customer/client relations.
- Principles and practices of working with and managing volunteers, if assigned to volunteer coordination.
- Technical procedures and requirements of program area/option to which assigned.
- Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines governing program area/option to which assigned.
- Principles, practices and techniques of administrative and programmatic research and analysis.
- Computer applications related to the work.
- Office administrative practices and procedures, including records management and the operation of standard office equipment.
Skill/Ability to:- Analyze, interpret and apply various regulations and requirements.
- Plan, coordinate and implement administrative and programmatic research and analysis.
- Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
- Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
- Communicate effectively, both orally and in writing.
- Compile, analyze and interpret data using research techniques; draw sound conclusions and prepare and present effective reports regarding findings and recommendations.

Departmental Promotional Only. Only current County of San Mateo employees in the County Attorney's Office with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date may apply.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in the County of San Mateo, California and applicants must participate at their own expense.
