The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst (AFA) in the Systems & Accounts Receivable unit for the Branch Accounting and Procurement (BAP) office.
The Associate Fiscal Analyst is directly responsible for the recognition of transactions, reporting, maintaining, and monitoring of Accounts Receivables (AR) for all of the Trial Court Facilities, as well as other revenue, abatements, and reimbursements owed to the Judicial Council of California (JCC). This position reconciles the subsidiary records, including account analysis of account receivable and revenue accounts, to the general ledger (GL) and to accounts maintained by the State Controller’s Office (SCO). The incumbent’s duties will include maintenance of customer profiles and contract agreements; the analysis of credit card payment and reimbursement activities for the JCC offices and other Judicial Branch Entities (JBEs); reviewing and correcting quarterly billable transactions; creating customer invoices for receivable accounts recording and mailing; providing AR Aging reports to offices and JBEs for review; and submitting bad debts to Franchise Tax Board (FTB) to recover funds owned to the state. Work is performed within the Financial System for California (FI$Cal).
This Associate Fiscal Analyst works independently with moderate to limited supervision. The incumbent will report to the Fiscal Supervisor in the Systems and AR unit but will also provide support to the Principal Manager and other Fiscal Supervisors in Accounting Services as needed.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco office and reside in the areas surrounding this location. Beginning January 2025, employees will work in the office at least two days per week.
- Monthly and quarterly review and billing of revenue licenses/tenants and shared costs incurred from counties in Court Facilities and the monthly setup of payroll account receivables (AR).
- Review SCO payroll setup documents, create employee identification and customer profiles for the new hire, establish payroll receivable accounts, and maintain the account receivable aging and collection activities.
- Review and reconcile subsidiary ledger to the reimbursement, revenue, and abatement accounts in the general ledger for month-end closing.
- Verify that all the transactions including invoices, debit invoices/memos, credit invoices/memos, and receipts were completed properly. Review and inspect the AR Aging report and the Trial Balance report to ensure transactions were completed accurately using correct transaction types and correct corresponding funds.
- Review and reconcile outstanding debts from employee payroll AR and salary advance reports.
- Prepare FTB Intent to Participate form for Executive Director signature, collect dunning notices from Human Resources (HR), and mail out pre-intercept notices to the debtors.
- Review checks received by JCC to determine if check received is due to JCC before bank deposit, if not, correspond with internal/external contact to return payment to payor. If due to JCC, post checks onto the deposit log.
- Prepare and process remote deposits for JCC and JBEs.
- Reconcile and review inbound deposits from the State Treasurer’s Office.
- Review and reconcile transactions posted to the zero balance accounts to the receipts provided by JCC offices and JBEs. These also include transactions from a web-based payment portal. Communicate discrepancies, if any, to the program staff for correction.
- Prepare and furnish required annual report to the State Controller Office (SCO) detailing JCC’s accounts receivable portfolio. This report balances with JCC’s Report 7 in the year-end financial statements sent to SCO.
- Coordinate, complete, and submit required annual Accounts Receivable Report to SCO.
Other Duties and Responsibilities:
- Assist with the completion of various duties assigned due to staff shortage (occasionally).
- $6,708 - $9,391/month
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California Superior Court or California state-level government entity.
Desirable Qualifications:
- Experience working with FI$Cal.
- Intermediate Microsoft Office skills.
