Job Description

This position is part of the Export-Import Bank of the United States (EXIM), Office of the Inspector General (OIG). Th AIG for Investigation is responsible for the supervision and management of a major investigative program, investigative operation and/or investigative function; and provides assistance to the IG and DIG in achieving the mission objectives and strategic goals. The pay for this position is based on consideration of the selectee's current salary and other factors.

Duties
  • Ensures that investigations are planned, conducted, completed, and reported in accordance with applicable laws, regulations, standards, and policies and priorities of the Inspector General.
  • Conducts quality assurance on all OI products and cases to ensure accuracy, completeness, product quality, clarity, and compliance with OI policies and procedures.
  • Exercises the full range of leadership and supervisory responsibility for the operational and administrative functions of a nationwide investigations program.

  • $150,160 - $225,700/year

Qualifications Executive Core Qualifications (ECQ)- *Required to address in resume*
The Office of Personnel Management has identified five ECQs. The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the SL and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential, not technical expertise.

ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Mandatory Technical Qualifications (MTQ)- *Required to address in resume*
MTQs are designed to assess an applicants experience relevant to the specific position requirements.

1. Demonstrate expertise in handling increasingly complex legal matters related to federal laws, regulations, and policies. This includes interpreting, applying, and effectively litigating in various legal contexts, especially where federal laws intersect with broader regulatory frameworks. This experience involves a deep understanding of the nuances and intricacies of federal statutes, case law, and administrative guidelines, and the ability to navigate the complexities of federal litigation, ensuring that all legal actions comply with both statutory and regulatory mandates.
2. Extensive experience in managing and leading legal teams, including supervising staff and coordinating activities to ensure alignment with criminal investigations, legal objectives and program goals. This includes identifying and assessing the legal requirements necessary for the successful operation of law and criminal justice programs.
3.Strong ability to collaborate with and coordinate across multiple stakeholders, ensuring seamless communication and alignment of programmatic functions. This includes conveying investigative findings and legal outcomes to a wide range of audiences, such as internal stakeholders within the Office of the Inspector General (OIG), federal agency leadership, law enforcement partners, and congressional representatives.

Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, particularly, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

Basic Qualification Requirement:
This position AIG for Investigations, SL-0905-00 requires a Basic Qualification Requirement. Possess an LL.B or J.D degree or higher from a law school accredited by the American Bar Association (ABA) and have been admitted to the Bar and authorized to practice as an attorney under the laws of a state, territory of the United states, the District of Columbia or the Commonwealth of Puerto Rico.

Specialized Experience:
In addition to the basic qualification requirement, ECQs, and MTQs the applicant must also have at least one year of progressively responsible executive level leadership and legal office management experience, directly related to the skills and abilities described below. Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with State or local government, the private sector, or nongovernmental organizations.
