Legal Analyst

Under the general supervision of the Chief Counsel, the Legal Analyst will provide legal analytical support to Lottery Legal staff. The Legal Analyst will review and analyze legal assignments, categorize, organize and maintain critical Legal Office documents in an electronic database, and provide recommendations to the Chief Counsel on regulations, policies and procedures for legal review.

This position is headquartered at Sacramento Headquarters and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Working knowledge of the principles and practices of organizations, fiscal and human resource management, audits, information security, and the legislative and legal process.
• Experience in analyzing legal opinions, legal research memoranda, regulations, and legislation.
• Understanding of and ability to advocate positions and to work independently in an unstructured environment.
• Experience working with Boards, Commissions, and advisory bodies.
• Experience in the drafting, development and implementation of departmental policies and procedures.
• Experience ensuring adherence to applicable laws and regulations, including the Bagley-Keene Open Meeting Act, Public Records Act, Fair Political Practices Act, and Information Practices Act.
• Experience in areas related to California state government, gaming, intellectual property, IT security, advertising, procurement, peace officers, retail operations, accessibility, employment, real estate purchasing, inter-agency agreements, audits, and joint powers authority.
• Effective oral, written and interpersonal skills with the ability to present self and ideas effectively and gain the confidence and trust of management/administrators and staff.
• Experience analyzing program and legal issues from a broad policy perspective.
• Experience serving as a liaison to the Attorney General’s Office staff.
