Job Summary:
The Assistant City Attorney II - Supervisor will provide sound legal advice and representation to the officers, employees, and agencies of the City, including representing the City in court proceedings and administrative hearings before municipal and state courts and administrative agencies. The role will provide training and supervision to other attorneys and office staff.
Experience, Knowledge, Skills:
Minimum Requirements
- Bachelor’s degree or specialized technical training of equivalent length.
- Juris Doctorate degree or equivalent from an accredited law school, admission to the state bar of Colorado, and specialized experience and training in Colorado municipal law and related practice areas.
- Demonstrated progressive level of responsibility and leadership experience.

- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
Knowledge, Skills, Abilities
- Knowledge of Westlaw Next and other computer-assisted legal research programs.
- Knowledge of Legal Files case and matter management programs.
- Ability to use Microsoft Word and related applications.
- Expertise founded on wide experience in a discipline or field requiring comprehensive understanding of a combination of involved practices, precedents, facts, and conditions, or in a broad group of business systems essential in the exercise of managerial skills.
- Knowledge supplemented by substantial work experience or enhanced by additional schooling in a specialized field to meet job requirements. Licensed positions within the professional field (law, engineering, medicine) are found here, as well as many multifunctional managers.
- Ability to communicate by telephone or in person and answer questions from city employees regarding legal issues related to City projects and programs.
- Ability to provide legal advice to city employees with recommendations on best course of action to take in a specific situation.
- Ability to conduct negotiations with opposing parties and their attorneys related to administrative matters, criminal prosecutions, and civil litigation matters.
- Attend and participate as a representative of the City in meetings of local and regional governments and related entities regarding matters of importance to City projects.
- Ability to represent the interests of the City, develop relationships with allied agencies, and coordinate inter-agency efforts that are aligned with City projects.
- Ability to determine what needs to be done in applying broad City policies and determine what has been done, what can be done, proposals for long-term policy, and estimates of what new resources are required within limits set by organizational policy, general directives, and overall goals / objectives.
- Knowledge of legal basis for City's position, anticipation of likelihood of success in litigation, consideration of City's immediate long-term needs when negotiating strict compliance versus adequate compliance and time.
- Ability to effectively supervise and manage employees.
Essential Functions:
- Prepare witnesses, exhibits, and arguments for administrative hearings and trials, including those in municipal and state courts and administrative tribunals
- Provide case and matter management, including motions practice, civil discovery, taking and defending depositions, and conducting comprehensive legal research; draft legal briefs and prepare and present oral arguments.
- Coordinate work with other attorneys and paralegals in handling matters in municipal and state courts and before administrative agencies.
- Research legal issues and provide written legal advice and formal opinions for city employees, departments, boards, and commissions.
- Prepare legal memoranda explaining complex legal issues for use by City employees, boards, and commissions.
- Prepare contracts and other transactional documents, and draft ordinances, resolutions and other legal documents required to complete city projects and initiatives.
- Attend meetings of city departments and work groups to provide analysis of legal issues and to provide legal advice necessary to develop appropriate policies and procedures and to formulate rules and regulations for the administration of city government.
- Maintain subject-matter files in case management system, updating forms to reflect changes in legislation and case law, and developing training bulletins and other client communications, participating in continuing legal education programs.
- Assign work and tracks the progress and the quality of the work.
- Screens, interviews, selects, hires, trains, and evaluates professional employees; administers timecards, employee leave, and performance appraisals.
- Provides direct supervision to professional, technical, and skilled employees to assure accountability to department and organizational goals and objectives.
- Perform professional legal work carrying the highest levels of volume, complexity, consequence, autonomy, and responsibility.
- Performs other duties as assigned.

Work Environment and Physical Requirements:
- Employee is subject to working alone, with groups, and/or attending meetings.
- May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
- Frequent interruptions and be required to manage competing priorities with inflexible deadlines.
- Frequent contact occurs with employees and the public, in person, and on the telephone.
- Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
