Hiring Department: Law

General Description 

This position will provide legal counsel and advice on the City of Atlanta’s (the “City”) environmental matters, including drinking water, wastewater and storm, water treatment and compliance; solid and hazardous waste management; sustainability and environmental nuisances, contamination, and clean-ups. The position also supports other aspects of the drinking and wastewater systems, including billing support and appeals, collections, contracts, real estate, and land use.

This position includes supporting the legal needs of the state’s largest water and wastewater utility, the Department of Watershed Management; the world’s busiest airport, Hartsfield-Jackson Atlanta International Airport; and the City’s Office of Sustainability and Resilience.  The attorney will also deliver legal advice to the Atlanta City Council on legislation concerning environmental matters and other City Departments as required.

A qualified candidate should:

Have a basic understanding of environmental law, federal and state regulatory affairs, including enforcement, land use, and litigation.

Possess a working knowledge of federal, state, and local laws concerning water supply, wastewater and stormwater; hazardous waste; solid waste; land disturbance and environmental statutes; and relevant regulations and case law.

Be familiar with legislative processes, have some experience drafting legislation, and be aware of Robert’s Rules of Order and meeting procedure.

Be able to draft and review contractual instruments, including memoranda of understanding, land access agreements, and settlement agreements.

Evaluate and communicate to internal stakeholders legal risk and obligations based on the client’s programmatic and business needs.

Establish productive relationships with the City’s agencies, departments, and functional groups as well as external stakeholders.

Conduct legal research related to applicable municipal, state, and federal laws and regulations and interpret laws, rulings, and regulations to advise on legal matters, including procurement and contracts.

Minimum Qualifications

Education and Experience: Juris Doctorate degree required. Must be a member of good standing with the State Bar of Georgia or the ability to obtain membership within one (1) year of employment. Must have zero (0) to three (3) years of post-graduate legal experience.

Preferred Qualifications

Experience in municipal, county, and/or constitutional law.

Demonstrated experience with environmental law.
