Job Description

Position Summary 

Reporting to the Senior Vice President, the Director of Strategic Litigation leads the Strategic Litigation team, which is responsible for a broad portfolio of litigation matters. The Strategic Litigation team is responsible for litigating, and providing policy advice, on matters that fall within CLC’s mission but do not fit neatly within our Voting Rights, Redistricting, or Campaign Finance groups. For example, this includes defending and promoting election reforms such as ranked choice voting (RCV), and meeting new challenges to democracy, such as litigation regarding DOGE and executive orders. The Strategic Litigation team is also responsible for working with our Redistricting, Voting Rights, and Campaign Finance teams on matters that arise from those groups, and supervising such matters that are referred to the Director by the leaders of those groups. The Director of Strategic Litigation will work with the Senior Vice President and other senior attorneys to develop and implement CLC’s overall litigation strategy, as well as playing an integral role in litigating cases in federal and state courts across CLC’s issue areas. This includes identifying litigation opportunities and preparing and supervising the preparation of pleadings, motions, and briefs, managing discovery, and managing trial and appellate proceedings, and mentoring and developing the litigation skills of CLC’s attorneys at all levels. The position requires strong litigation and management skills. Subject matter knowledge in some election law fields is a significant plus. 

The Director advises on state and local legislation on subjects within the purview of the Strategic Litigation group, and assists in building a legislative record, including drafting testimony and testifying as appropriate. The Director also aids in finding and supporting funding opportunities in connection with the work of the group. 

The Director has additional organizational responsibilities, including:  

  • Monitoring public policy debates and making strategic recommendations about where CLC should engage most effectively.
  • Participating in program leadership team meetings and decision-making.
  • Informing and advising budget development, approving expenses, tracking department spending.
  • Working with Communications and other teams to develop messaging and strategic communications plans.
  • Some travel required.

Qualifications 

  • At least nine years of post-JD experience.
  • Active membership in the DC bar in good standing, or eligibility to waive into the DC bar.
  • Significant litigation experience and expertise. While not required, litigation experience in election law matters is strongly preferred.
  • Extraordinary staff and project management skills and the proven ability to manage many details and diverse stakeholders.
  • Strong research, writing, editing, and analytical skills.
  • Exceptional interpersonal communication skills with a demonstrated ability to work effectively and collaboratively as part of a team.
  • Demonstrated interest in campaign finance, voting rights, redistricting, or government ethics issues is preferred but not required.
  • Commitment to the nonpartisan nature and overall mission of CLC.
