About the Position: This position is located at HQ Army Futures Command - Special Staff Office of The Commander, Legal Office, Austin, TX. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.
Duties- For AFC HQ elements and all downtrace/subordinate organizations, provide legal advice on acquisition and contract law, across all phases of FAR-based and non-FAR-based acquisition vehicle in pre-award, award, and post-award administration.
- Advise on pre-award and post-award documents and actions including contracts and grants; support litigation for protests and appeals, and assist in contract administration matters such as modifications, cost allowability, and intellectual property.
- Actively participate in advice and representation of the organization in meetings with senior officials. Prepare and present briefings to gain approval on program decisions and policy changes.
- Conduct research and analysis on legal issues affecting acquisition processes.
- Serve as lead counsel on contract and fiscal law and appropriations matters, providing guidance on the legality and propriety of fund expenditures. Analyze legislative provisions and ensure compliance with relevant statutes.
- Provide training on contracts and fiscal law to resource management personnel and develop guidance on complex legal issues related to procurement and financial responsibilities.
- Represent the government in bid protests, ensuring thorough preparation of documentation and legal briefs. Collaborate with contracting activities to support procurement efforts.
- As needed, provide administrative law and ethics law advice.
