Job Description

Under the general direction of the California Justice Information Services (CJIS), Enterprise Services Bureau, Project Management & Procurement Branch (PMPB), Project Management & Oversight Section, Project Management Office (PMO), Information Technology Manager I, the Information Technology Supervisor II (IT Sup II) is responsible for managing and overseeing the PMO for the Department of Justice (DOJ). The IT Sup II oversees a unit of project managers/business analysts, and technical staff responsible for planning, executing, and supporting IT systems as business process improvements across the department. The incumbent provides supervisory leadership, assigns workloads, sets priorities, ensures adherence to statewide standards, and ensures quality and compliance. The IT Sup II plays a dual role as a Senior Project Manager and Senior Business Analyst, while also supervising staff who perform these functions. The role ensures compliance with the State Administrative Manual, Statewide Information Management Manual, Project Approval Lifecycle, Business Analysis Body of Knowledge, statewide security and privacy policies, procurement rules, and department IT governance processes. The incumbent may be assigned to and responsible for management of multiple projects concurrently. Assignments will involve Delegated, Non-delegated medium and high criticality projects needed for continued operation of State business processes and / or implementing legislative mandates. The incumbent will provide leadership, motivation, coaching, remove roadblocks, and inspire the team to do their best work. The incumbent must develop and maintain communication and working relationships within the PMPB, the CJIS Division, and the DOJ Divisions, as well as with external and other governmental agencies at all levels.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience overseeing and supervising the analyses of information technology projects involving the integration of multiple systems, system interfaces and development of new system interfaces.
  • Experience developing project charters, Work Breakdown Structure (WBS), plans, schedules, and conducting risk and issue assessment and analysis.
  • Extensive knowledge of California's IT policies, including the State Administrative Manual (SAM) the California Project Management Methodology (CA-PMM), Project Approval Lifecycle (PAL), Business Analysis Body of Knowledge and the Statewide Information Management Manual (SIMM).
  • Strong understanding of the System Development Life Cycle, including various methodologies (Waterfall, Agile, Hybrid) and tools like Microsoft Project.
  • Experience holding vendors accountable to project milestones, managing contracts, and overseeing service-level agreements.
  • Experience supervising teams, coordinating staff workload, documenting goals, probationary reports/annual appraisals, holding staff accountable for performance or attendance issues, documenting and enforcing actions needed to correct behavior or complete assigned work in an orderly and timely manner.
  • Experience leading organizational change and helping staff adapt to new processes or technologies.
  • Experience managing and prioritizing deliverables, and allocating resources across multiple competing projects.
  • Experience supervising project teams in developing and maintaining departmental standards, statewide policies and IT standards including coordinating with state, federal, and local entities in implementing IT initiatives and policies.
  • Experience planning, administering, and monitoring the unit’s expenditures and budget.
  • Experience developing project management disciplines to plan and manage IT Projects leveraging the PAL, Business Analysis Body of Knowledge, California Project Management Framework, and Project Management Body of Knowledge.
  • Experience with Budget and Cost Management.
  • Experience planning, developing, and managing of IT procurement and contracts.
  • Experience delivering presentations to all levels of staff, management, executives, and vendors with confidence, professionalism and diplomacy.
  • Experience communicating through exceptional written and verbal communication skills, strong negotiating skills, and representing the department with control agencies
  • Ability to establish cooperative relationships with executive management, project sponsors, and external partners to gain support for PMO goals.
  • Ability to ensure projects comply with departmental and state standards, including risk management and performance metrics.
  • Ability to reason logically, analyze situations, provide guidance to staff/project teams, and reach sound conclusions or recommendations.
  • Ability to remain calm, in high pressure situations, and knowing when to escalate items as appropriate.
  • Ability to consistently produce high quality work products, exercise a high degree of initiative and independence.
  • Ability to lead problem resolution activities, including troubleshooting team challenges and managing stakeholder expectations during project assignments.
  • Proficient with MS Suite including Project, PowerPoint, Excel, Word, and SharePoint and Visio.
