Job Description

1.     Organizational Context

 

a.    Organizational Setting

The post is located in the WIPO Academy in the Regional and National Development Sector.  The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition.  The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training.  Beneficiaries of the WIPO Academy services include decision-makers, government officials, officials of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

The WIPO Academy's Intellectual Property Institutions (IPTIs) Program, aims at creating and consolidating national/regional self-sustaining training capacities to build IP knowledge and skills on the ground. The program’s work is focused on (i) the establishment of new IPTIs; (ii) the cooperation with established IPTIs to enhance their impact; and (iii) the delivery of collective services and resources for the benefit of all IPTIs.

 

b.    Purpose Statement

The purpose of this position is to support the effective implementation and strategic development of the Intellectual Property Training Institutions (IPTIs) Program within the WIPO Academy. The incumbent will play a key role in managing the program’s operations and contributing to its growth, with a focus on both its educational and substantive dimensions. This includes overseeing the planning, coordination, and delivery of national and regional training initiatives, particularly in developing countries, LDCs, and countries in transition.

 

c.    Reporting Lines

The incumbent works under the supervision of the Counsellor of the IPTIs Program of the WIPO Academy.

 

d.    Work Relations

The incumbent liaises with relevant government institutions, including national IP offices, IPTIs, Permanent Missions, and Academic Institutions.  He/she has regular contact with IP experts and consultants from different fields, including business, education and digital marketing consultants.

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.  Coordinate and oversee the design, implementation and delivery of training activities and programs within the framework of the IPTIs Program, ensuring alignment with learning objectives and substantive content requirements.

 

b.  Contribute to the preparation of the annual work plan, support effective management of programmatic resources, including budget and operational planning.

 

c.  Coordinate the planning, and organization of the Training of Trainers (ToT) programs, ensuring the integration of substantive content and technical delivery methods of blended-learning modalities (synchronous and asynchronous), including within the IPTI learning management system (LMS) training spaces.

 

d.  Manage the IPTIs’ Network and its different online components, as well as the organization of regular Network events gathering all IPTIs to foster horizontal cooperation among them.

 

e.  Provide substantive support for the programs' design and preparation by the subject-matter experts.

 

f.   Assist in creating new evaluation tools and methods per the IPTIs ToT Module's learning objectives.

 

g.  Provide substantive support for the creation of collective online resources for the use of IPTIs.

 

h.  Contribute to the identification of existing training resources that could be utilized in new initiatives.

 

i.   Coordinate the data collection and statistics processing for reporting in different committees, including on the programs’ key performance indicators.

 

j.   Provide advice and recommendations to colleagues on IP education and perform other duties as required.

 

3.     Requirements

 

Education (Essential)

First-level university degree in law, international relations, education, or another related field.

 

Education (Desirable)

Advanced level degree in Intellectual Property is desirable.

 

Experience (Essential)

At least six years of relevant professional work experience in the field of adult education.

 

Experience in the design and implementation of IP capacity building programs, including with the use of new technologies.

 

Experience working in a multinational environment.

 

Experience (Desirable)

Acquired knowledge in Moodle, and experience in the implementation of training of trainers' programs.

 

Language (Essential)

Excellent written and spoken knowledge of English.

 

Language (Desirable)

Working knowledge of another UN language, preferably Spanish or French.

Strong ability to manage tasks in an independent manner, while providing support to other members of the team for the design and development of a wide range of programs.

Ability to assess learning delivery methodologies, including e-learning technologies, ensuring alignment with best practices suitable for developing countries.

Tech-savvy and competent user of Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, with the ability to work with Learning Management Systems and quickly adapt to new software.

 

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural, environment with sensitivity and respect for diversity.

5.      Information

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the August 2025 rate of 88.7%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
