Job Description

Introduction
The Maryland Department of Labor (MD Labor), Occupational and Professional Licensing, is accepting applications from qualified candidates for the position of Administrative Officer II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement. 

Administrative Officer II is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees in this classification are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements.

Main Purpose of Job
The main purpose of this position is to conduct research, analyze, interpret, and apply Maryland Home Improvement Law to prepare legal documents, including investigation requests, panel reviews for Investigator, Director, or Board Commissioners. Make determinations regarding possible violations, legal contracts, and court records when applicable. Reviews all documents in complaint files to assess whether the allegations or violations have merit under the law or regulation. Also collecting on Surety Boards.
POSITION DUTIES
Duties of this position include, but are not limited to:
  • Reviews all complaint documents to assess their legal validity. If the case is deemed valid, prepares the complaint for assignment to an investigator. The paralegal identifies specific legal violations and provides a detailed written explanation to guide the investigation process. They also recommend appropriate disciplinary actions to MHIC Investigators, the Director, and Commissioners, based on the case facts, the licensee's history, and the severity of the offense. Additionally, the role involves managing communication with all parties involved in the complaint, including licensees, consumers, Commission members, and other relevant MHIC staff. 
  • Manages written correspondences related complaints, legal matters, and regulatory issues as needed. Prepares court documents and charging materials at the request of the investigators.
MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
